If they do that covertly then it will not be a big problem,china is a super power nobody will mess with it .
budget is the main problem for pakistan but gradually they will raise their budget .

Nice dreams. They won't blatantly violate MTCR, if they could they would have done it long ago.
FYI NK is closer to them then Pakistan, and they haven't given their tech to them have they.
And Pakistan's economy needs another 20 years of constant growth to be able to operate nuclear submarines. It can barely maintain minimum naval force, part of it through external aid.

Do you have any idea the stupendous effort needed to research, build and maintain a nuclear submarine . . . forget SSGNs and SSBNs. Pakistan does not have the ability to do this, your defence budget would have to be a high multiple of your current one to do this, which would bring apart your economy.

technically china is not a part of the MTCR but china has stated that it would abide by it non-the-less rest of the points are good
