It is nothing considering that Indian is supppose to be an economic "giant" A lot of big companies have more sales in a year than that.
It's not endorsement of quality, but cheap price. India is a very competitive market full of reputed Indian and foreign brands available at almost all price point. China didn't have that kind of strong brands to compete in this market, so China went for the lowest possible segment of the Indian market.
Even then, sometimes I wonder whether China actually make any profit in certain products, or it is just a desperate effort to keep rolling the manufacturing units already suffering from overcapacity!!

we are exporting highly technical items like your metro line carriages, generators, turbines, wide arrays of cellphones, electronic products, computers, auto parts ... into your market. If you have money we can export a lot more

Those who don't have enough money go for Chinese products, otherwise Chinese industrial products don't have much of a reputation. Our Govt. tender system is bound by rules to go for the lowest bidder, that's why Chinese companies win contracts in the first place.
Similar thing happened to DPL power plant in my home town, they always install units from BHEL (Bharat Heavy Electricals Ltd.), last time Dongfang being the lowest bidder, got the contract for its 7th unit. That unit never worked properly in spite of a large number of Chinese engineers were posted there as part of the contract. The money was completely wasted.
Just to remind you, Dongfang is the same company whose Locos failed in Pakistan. And Dongfang is considered to be a big reputed company in China.
