Treasury Secretary Sumith Abeysinghe, signed two financing agreements relating to the construction of the Colombo - Katunayake Expressway and the Hambantota Bunkering Project with the Vice President Zhu Xinqiang, of the Exim Bank of China yesterday.

Abeysinghe is currently on a four day visit to Beijing to discuss future bilateral development assistance programs to Sri Lanka.

Congratulating Sri Lanka for the recent victory in defeating terrorism, the Vice President recalled the strong bilateral relations existing between the two countries and expressed that overall relations between the two countries have been further strengthened and consolidated with closer development co-operation.

Recalling the improving trade and investment ties, he indicated that China would be pleased to assist Sri Lanka in her future development efforts. Secretary to the Finance Ministry gave a detailed description of the new opportunities that have arisen in Sri Lanka in the aftermath of the defeat of terrorism and explained the current development priorities of the Government, particularly under the Uthuru Wasanthaya (Northern Reawakening) Program.

The Secretary explained that under the leadership of President Rajapaksa, the Government has launched a comprehensive development program with a new vision and strategy for accelerated development covering the entire country.

The signing of the two agreements will fulfill the much needed infrastructure requirements which will have an immense impact on the country’s future socio-economic development.

The Hambantota Bunkering facility is a major component of the Hambantota Port Development Project, which is also largely being funded with Chinese assistance. The Colombo - Katunayake Expressway upon completion will establish a modern and efficient transport link between the Airport to the city of Colombo reducing the traffic congestions and the travel time.

The Secretary also made use of this visit to meet with the senior officials of the the Ministry of Commerce of China and the Exim Bank and had extensive discussions on future development assistance.

The Chinese authorities while expressing satisfaction of Sri Lanka’s economic and political stability and placed confidence in the current economic development programme of the Government in alleviating poverty and raising the living standards of the people. They also expressed their keenness to help the Government efforts with an enhanced package of development assistance. The Secretary was associated at these meetings by Ambassador Karunatilaka Amunugama, Deputy Secretary to the Treasury Sujatha Cooray, Senior Economic Policy Adviser R.A. Jayatissa and the embassy staff.

China is not that rich comparing to, say, Japan. But, it has got the world's highest foreign currency reserves. The reserves stand at US$2,000 billion. To help USA get out of the financial pinch, China has bought about US$1,000 billion worth of US Treasury Bills. It is a kind of lending to USA. So, $350 million is a peanut for China.

China will continue to support Sri Lanka - China Prime Minister

Sri Lankan Prime Minister Ratnasiri Wickramanayaka met with his Chinese counterpart Prime Minister Wen Jiabao on October 16 in Chengdu, the capital city of Sichuan Province.

Congratulating Sri Lanka on the recent achievements including the victory over terrorism and applauding the efforts made to overcome the many challenges faced in the rehabilitation and development in the North and the East, Premier Wen Jiabao stated that China will continue to work with the Government of Sri Lanka in triumphing over all difficulties.

China, as was the case in the past, will persistently support Sri Lanka’s sovereignty and national integrity and look forward to economic prosperity in Sri Lanka, Premier Wen added.

While thanking the Chinese Government and the people for supporting Sri Lanka in her massive development drive through various projects such as the Hambantota Port Development Project and the Norochcholai coal power project, Prime Minister Wickramanayaka called for further assistance in areas of infrastructure development, trade, investment, economy, and education.

“Assistance from China has been enormous... reconstruction and improvement of the standard of living of the people in Sri Lanka is now our priority... we look forward to China’s continued support in future,” Prime Minister Wickramanayaka said.

Premier Wen Jiabao said that China will encourage Chinese investors and financial institutions to invest in and to support Sri Lanka and that the Chinese Government will ensure quality of the development projects assisted by China.

“We value our strong friendship and cooperation with Sri Lanka” Premier Wen Jiabao added.

Chinese Minister of Foreign Affairs Yang Jiechi, Minister of Commerce Cheng Deming and several senior Ministers and high level officials joined the Chinese Premier at this meeting. Sri Lanka’s Ambassador to China, Karunatilaka Amunugama, Additional Secretary to the Prime Minister S. Miyanawela and members of the Prime Minister’s delegation were also present.

The meeting was held on the sidelines of the 10th Western China International Economy and Trade Fair.

China committed to Sri Lanka's progress

China reiterated its commitment to Sri Lanka’s economic development, with its investment and association with the major economic, infrastructure and socio-cultural development projects in the country, when visiting Chinese Vice Premier Zhang Dejiang was hosted to a breakfast meeting with President Mahinda Rajapaksa at Janadhipathi Mandiraya Saturday.

At the cordial and constructive discussions, the Chinese Vice Premier, leading a large delegation from China, discussed the progress of key aspects of economic co-operation between Sri Lanka and China, and the progress of projects such as the Colombo-Katunayake Expressway, extension of the railway from Matara to Kataragama, the Norochcholai Coal Power Project, the Hambantota Port Development, the Mattala International Airport and the Centre for the Performing Arts in Colombo, where construction work was proceeding at speed to achieve agreed targets for completion.

President Rajapaksa thanked China for its continued assistance to Sri Lanka, in the country’s efforts to defeat terrorism and for economic and social development both during the conflict and after.

The Chinese Vice-Premier said his country reciprocated Sri Lanka’s continued gesture of friendship with China, especially in the support for the One-China Policy, and also recalled Sri Lanka’s support for China to gain its rightful seat at the UN Security Council.

He also stated there were two clear reasons for President Rajapaksa’s overwhelming political success as seen by the results of the recent elections, being due to his success in liberating the entire country from terrorism and his commitment to economic development to bring the dividends of peace to the people.

The meeting between President Rajapaksa and Vice Premier Zhang Dejiang followed the signing of six other agreements between China and Sri Lanka for economic and technical co-operation, highways development, enhanced co-operation in Information Technology and Communications, the development of maritime ports and the second phase of the Hambantota Port Development project, and maintenance of the BMICH, at the meeting between Prime Minister D. M. Jayaratne and the Chinese Vice Premier Friday.

Associated with President Rajapaksa at Saturday’s meeting were External Affairs Minister Prof. G. L. Peiris, National Economic Development Minister Basil Rajapaksa, Youth Affairs Minister Dallas Alahapperuma, Mass Media and Information Minister Keheliya Rambukwella, Namal Rajapaksa MP, Secretary to the President Lalith Weeratunga, Central Bank Governor Ajit Cabraal and Treasury Secretary Dr. P. B. Jayasundera.

Tensions between USA & China over Sri Lanka

Ten US fighter jets stationed at US carrier 7th fleet flew into Sri Lanka air space. Single intrusions have taken place before but a squadron coming in force signals US distrust on Sri Lanka, says diplomatic circles.

It comes on the eve of the Sri Lankan President visit to China.

Sri Lankan President Mahinda Rajapaksa is to leave for Beijing Monday on a three-day official visit at the invitation of the Chinese government, sources at the President’s Media Unit said.The President and the Sri Lankan delegation are expected to hold bilateral discussions with several high ranking military officials of the Chinese Government during his visit.

President Rajapaksa is to apprise the Chinese officials of the current developments in Sri Lanka, especially the projects funded by China.

In another development Sri Lanka signed an agreement with Maldives.

”What we are trying to establish is whether the US fighter jets had violated the oceanic air space or the territorial part of it,” Civil Aviation Director General H. M. C. Nimalsiri told yesterday.

“In terms of accepted international norms, anyone wanting to use the country’s air space is required to file flight plans and obtain prior approval,” he said

“We believe is a procedural violation not a deliberate intrusion,” a senior air force official who declined to be named told AFP.

“There were instances where we told them to move out of our airspace.”The Sunday Times said the External Affairs Ministry planned to hand a protest note to the US embassy in Colombo.
