Interview: We will not forget what China has done for Sri Lanka: former army chief


COLOMBO, Sept. 5 (Xinhua) -- Sri Lanka will maintain the close relationship with China that provided strong support to help Sri Lanka end its 30-year civil war with the Tamil Tiger rebels in May 2009, a leading military officer has said.

"Without China's support we would have not been able to finish the war, basically," Field Marshall Sarath Fonseka told Xinhua in an interview on Friday.

China is one of Sri Lanka's oldest and strongest friends and the nation provided assistance and support to end the civil conflict, said Fonseka, who took the post of army commander in 2005 and led the island nation's forces to conduct victorious campaigns against the Tamil Tiger rebels ending the civil war.

"With China we have had a historic relationship. So I think we must maintain that relationship and we will not forget what China has done for our country," Fonseka said.

Fonseka also made some comments on the military parade China held on Thursday in Beijing to commemorate the 70th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War.

He said that following the end of World War II, China has developed thoroughly and contributed heavily to world peace while strengthening relations with the rest of the world.

"We appreciate the historic achievements of China and the present state of affairs in China. We admire them and appreciate them and wish them good luck."

Chinese President Xi Jinping, in his address shortly before the parade, announced the China will cut the military by 300,000 troops while remaining committed to peaceful development.

Fonseka noted that the Chinese military, which has a great history, has been a well recognized and powerful force and has created an important impact in the world.

Fonseka was promoted to the rank of Field Marshall by President Maithripala Sirisena in March this year for his service rendered to the nation for defeating terrorism.

He also called on the new Sri Lankan government which won a parliamentary election last month to strengthen relations with the international community and maintain harmony with countries in the region.

"Sri Lanka has maintained a nonaligned policy in its foreign relations with the rest of the world. But of course we have to ensure that there is regional stability. We have to maintain harmony with the rest of the countries in the region. We have to recognize the ability and status of the countries in the region.

"We are still a small country. We have to go a long way," he said.

Luo Feng, IZP group chairman, met with Arjuna Mahendran, head of the Central Bank of SriLanka on Sept 25 after giving a speech on "Big data + dock" at the Colombo InternationalMaritime Conference the day before. Luo and Mahendran reached consensus on developinga China-Sri Lanka cross-border settlement system.

As a very important connection point for South–South cooperation, Sri Lanka is the gatewayfor China to the least developed countries in South Asia and Africa. Also, Sri Lanka plays animportant role in the global maritime system. China has the biggest trade volume in the world,and is Sri Lanka's second biggest importer and biggest investor. There's strategic significanceto strengthening the economic and trade cooperation between China and Sri Lanka.

Luo said that Sri Lanka is an important waterway hub in the Indian Ocean. The country hasColombo port and other natural deepwater harbors with well-developed operations, and isthus a vital maritime trade portal for China to reach South Asia and Africa which are home totwo billion people. Sri Lanka has the potential of becoming a trade and financial center as theBelt and Road strategy and South-South cooperation are carried out step by step. IZP will useits cross-border payment service to work with the Central Bank of Sri Lanka to develop asettlement service platform, which will offer convenient financial services for bilateral trades.

Arjuna Mahendran said that the existing China-Sri Lanka financial system, with the US dollaras an intermediate, incurs great payment costs and exchange risks. Sri Lanka hopes todevelop a rupee-yuan cross-border settlement system to bring down those costs and thetrade threshold for middle and small-sized enterprises thus upgrading bilateral trade.

As the South-South cooperation aid fund is being set up, China will strive to increaseinvestment to 12 billion yuan in developing countries by 2030. Sri Lanka is not only animportant point along the Belt and Road, but also the only shipping route for China to reachSouth Asia and Africa. In the long run, China can work with Sri Lanka to strengthen South-South cooperation and to work together with the Shanghai Cooperation Organization and theBRICS. Therefore, cooperation between IZP and Sri Lanka's Central Bank is of great strategicsignificance.

IZP's cross-border payment service GlobeBill offers financial services to middle and small-sized enterprises. To date, GlobeBill has reached 104 countries and regions and is China'sbiggest cross-border payment platform. The company aims to reduce cross-border settlementand payment costs, realize direct exchanges with the yuan, speed up the process of returnedmoney, and improve the convenience of cross-border trade for Chinese enterprises.

GlobeBill begun its global deployment in 2013 and now has reached Central Asia (includingKyrghyzstan), the Middle East (including Saudi Arabia and the UAE), Europe (includingBelgium and the Republic of Lithuania), and Africa (Angola). The settlement service in SriLanka will speed up GlobeBill's global development and better serve traders on both sides.
 
Sri Lanka considers restarting China-funded Colombo Port City Project in six months

Oct 08, Colombo: The Sri Lankan government, considering to restart the controversial China-funded Colombo Port City Project, has received approval from the Cabinet of Ministers to appoint a new committee to review the agreement with Chinese agencies on the project.

The Cabinet last month granted approval to extend the agreement between Colombo Port City Development Project Company and the Government of Sri Lanka for another six months.

Minister of Ports and Shipping Arjuna Ranatunga proposed the appointment of a new ten-member committee consisting of senior officials and headed by the Secretary to the Prime Minister to review the agreement and make recommendations to the Ministerial Committee on Economic Management.

Cabinet spokesman and Minister Rajitha Senaratne at the weekly cabinet news briefing today said the Cabinet has already approved the extension of agreement signed between the Government and the China Harbour Engineering Company (CHEC) for another six months from 15 September 2015 to 15 March 2016.

Minister Senaratne said the Extension Agreement will enable negotiations between the government and the Project Company and also allow time to review the agreement and introduce the necessary amendments to the agreement.

The current government on 6th of March 2015 temporarily suspended the US$ 1.4 billion project launched by the previous government in partnership with China in September last year. The project was funded by the China Communications Construction Company Limited (CCCC).

The government said it was reviewing the award of the project to China Communications Construction Co Ltd over the allegations that the previous administration breached local laws and sidestepped environmental requirements for the deal.

However the government said recently that the project would continue and be part of its megapolis development in order to transform the country into a "smart and technologically advanced nation" in the coming five years.

It was never cancelled anyway, only paused for investigations and some controversial agreements which will be amended after discussions


Sri Lanka is a lost cause until the next time they are about to be colonized by India again. Maldives will enjoy the benefits of our investment now.

SL PM may visit China but if you don't want him then you would be giving India and Japan a upper hand considering he has visited both of those countries this year:D

Large scale Chinese factories are preparing to invest in the country.

Mr. Zhenmin issuing a media release says that relations were strengthened under several fields. He has conducted talks with the President, the Prime Minister and the Minister of Foreign Affairs. The economic relations between the two counties have grown continuously.

The Deputy Minister adds that China has contributed for many large scale projects in Sri Lanka. China looks forward to contribute extensively in the times to come as well. Mr. Liu Zhenmin also says that he has invited Prime Minister Ranil Wickramasinghe to engage in a tour inChina. He also reiterates that large scale industrial owners in China will be encouraged to invest in the Hambanthota Industrial Zone.

Whatever it is --- it is a Sri Lankan internal affairs issue in regards to whom they elect as their leaders. The point is, foreign governments can only accommodate the reality and forge new and productive ties with the powers that be in Sri Lanka. It is not up to the foreign governments (be they Japan, China, United States, India) to dictate whom they prefer to lead; it is the role of foreign partners to complement and cooperate with any government that takes the reins of power in Sri Lanka.

I think it is foolish for Sri Lanka Gov to do avoid any postive investement that is happening from China..India is not questioning and should not question what China does in economic activity in Sri Lanka...And Sri Lanka should do all and everything that ensures their economic development...But if China's intent is to have some military activity against India from the Sri Lanka, then India will step in and do everything to protect its interest like other nations do it...Now if someone likes it or not, is not something is beyond the scope of discussion..

I beleive, India is sceptical based on the histroy of China and its funding to Pakistan for controlling India...So Sri Lanka has to understand the concern from India and move ahead and do everything to get economic assistance from China, sans military activity that is aimed against India...

Complete bull crap, indicates signs of frustration and nothing else.

Sri lanka is independent country and they will have their foreign policy. There are few irritants in indo-lanka relations regarding tamils and fishermen. Even when LTTE was present indias policy was sri lankas territorial integrity cannot changed.

Only major issue india had was security related when sri lanka allowed china to set up bases which could pose military threat. Chinese have the propensity of fishing in troubled waters like americans.

Sri lanka is free to get investment and development help from whomever they wish to , its their prerogative.
 
Sri Lanka : Sri Lanka reaffirms commitment to bring relations with China to a higher level

Oct 10, Colombo: Sri Lanka has reiterated the new government's efforts to bring the relations with China to a higher level when the Special Envoy and Vice Minister of Foreign Affairs of China, Liu Zhenmin called on Foreign Minister Mangala Samaraweera Friday.

The Chinese Special Envoy met with Minister Samaraweera at the Ministry and discussed wide-ranging matters of mutual interest including Foreign Affairs political, economic, development cooperation and people-to-people contacts, the Ministry said in a release.

Liu conveyed the warm greetings of the Chinese Government to the newly formed unity Government in Sri Lanka and pledged China's support and cooperation for further strengthening the friendly relations between the two countries.

While appreciating the support extended by China to Sri Lanka both bilaterally and multilaterally, Foreign Minister Samaraweera referred to the friendship and cooperation between Sri Lanka and China and reiterated the new government's efforts to bring the relations to a further higher level.

During his official visit to Sri Lanka from 07 to 09 October, the Special Envoy also called on President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The visiting Chinese Minister assured the Sri Lankan President that China will provide every support for the development of the island nation.

Liu revealed that the Chinese Government has made plans to construct a hospital for kidney patients in response to a request made by President Sirisena.

During discussions with the Prime Minister, the Chinese envoy has extended an invitation for the Premier to visit China and he has accepted it.
 
Go ask your shupa powa daddy for investment. We do not invest in pro-India countries. Now that we have Maldives and Nepal on our side, not to mention old faithful Pakistan, Sri Lanka can go pound sand. No hard feelings. Just the way business is done.
