China set to lift remaining 40 million people out of poverty by 2020

It's all good news but maybe China should review what they consider poverty? There are a lot of rural workers who have to leave their children with grandparents and go to work in the cities. They might have money but the quality of life is low. Similarly migrant workers often live in cramped conditions. China is probably not a country that has to worry about malnutrition or illiteracy or anything like that anymore. The next challenge is the quality of life of the Chinese worker/labourer. If this is addressed China will become a first world country.

World Bank chief:China's poverty reduction effort is historic

China’s effort to eliminate poverty is one of the greatest stories in human history, World Bank President Jim Yong Kim said recently.

The Chinese economy has grown steadily and is making headway in shifting from “rapid growth” to “higher quality economic growth”, Kim added at a press conference to mark the start of the International Monetary Fund and World Bank annual meetings.

"With the evolution of the Chinese economic system and its embrace of the global market, China has lifted about 800 million people out of poverty," the World Bank chief noted, praising China’s accomplishments.

Kim added that China was the major contributor to global poverty reduction, with the ratio of people living in extreme poverty in the world having dropped to less than 10 percent, from 40 percent.

“We are always looking for the lessons from that experience, and this effort has been an historic one,” he stressed.

Global economic growth has picked up after years of stagnation, with trade beginning to get new vigor, Kim pointed out, but admitted that the fragile recovery pace around the globe is still threatened by flabby investment, a rising tide of protectionism, uncertain policies, and potential fluctuations in the financial market.

Against this backdrop, the World Bank chief called on all countries to address these challenges as well as climate change, natural disasters, famine and disease, by making the economy more resilient.

Kim also expressed expectations for the upcoming 19th National Congress of the Communist Party of China (CPC), saying, “We’re waiting to see what comes out of the Party Congress like everyone else.”

“We’re encouraged that China has stayed on course during this change in what they call ‘rapid growth’ to ‘higher quality economic growth’, and we think that the growth will remain stable in China this year,” he added.

I would definitely be interested in learning, about the poverty elevation policies, employed by PRC, that proved to be so successful.
Create an environment of viable and safe for businesses leads to Employment opportunities for their people, without jobs they cant take themselves out of poverty.

It is called precision poverty elimination. It is a very localized policy. Each public servant (or group of them) sent to a specific region needs to assess the local conditions, develop strategies to quickly pull them out of poverty. Hence:

1. Determine the target area with specific geographical, demographic boundaries.
2. Determine the root causes of poverty (could be lack of access to transportation, lack of good irrigation, lack of promotion of existing tourism potentials etc.)
3. Develop precise policies for the determined area for specific issues.
4. Introduce policies and supervise them.
5. Evaluate the impact and success rate.
6. Readjust, if required.

In the end, it starts on the ground and ends on the ground. Getting one's hands dirty in public work. Obviously, China knows poverty cannot be eliminated via glamorous speeches at high-end cocktails.

Pragmatism, evolutionism, and progressivism.

I think the well known secret, at first is creating a lot of job for the people whatever it came from local entrepreneur, state owned enterprises or foreign investment. A lot of third world country have suspicious over foreign investment and brought bad propaganda over SOE, that actually kill a lot of job creation opportunities.

Then is creating a good business environment, like easy to start a company, easy to do business, and infrastructure that support business. There's a lot of third world culture who saw business as evil thing, there also a kind of envy for businessmen, which is many people in the country try to do anything to kill it or make it difficult. They build infrastructure for prestige sake rather than function.

The last is education to climb economy ladder. Education is not just building school, get the students, and than thinking the result will be equal to Havard graduate.

It's very simple actually, but hard to do because a lot of garbage people and politicians in many countries. So basically the fourth factor is political environment of a country.

Actually, the government just remove obstacles for people to better themselves. Obstacles could be government policies, agencies, colluding private enterprises that stifling competition, cronie capitalism, corruption, etc. China in the last 38 years focus on allowing people to help themselves. When the people can help themselves, they can help others and the country. When the government start to interfere, it stifles innovation and competition.
