The ships are purely defensive measure against stronger unpredictable Vietnamese acts of aggression against the civilian vessel.

They prevent Vietnam to launch an aggressive surprise attack because the ships can both counter attack and fend of attacks and attacker by sea and air. A single 054A can face any surface assets the Vietnamese navy and airforce could pull out for a surprise attack and deal devastating damages while at the same time fending of attacks, not worth to even try to bypass the protection.

All this BS from China is a lie. When asked to prove their claim of Vietnamese ship's ramming in the press conference, they produced nothing, neither videos nor photos.
China has not been successful in playing the victim card, while Vietnam's authority showed the proof of their aggreession towards Vietnamese civilian ships (videos/photos are available everywhere in the Internet).
