China had "Powder Milk Scandal" in 2008 that caused nation-wide uproar and International media frenzy, just like whenever any negative news come out from China.
Chinese government took swift action, and those guilty greedy businessmen and corrupted government officers were either sentenced to death or long jail terms. Since then, there was not a single incident of "adulterated milk products" case reported, and China remains as the top dry milk producing country in the world. At the same time, Chinese with means are buying up baby formula around the world.
Food Safety is a serious issue in the world especially in developing countries. The food safety scandals happened in US, Mainland China, Taiwan, India and many other countries. But only those from mainland China would received the international media coverage, which is good for China as it set a higher standard for China's food safety.
The fact is, with all China's food safety issues we heard from media, Chinese people live 9 years longer than Indians.

By the way, in contrast to a semi capitalist semi feudal country, China has never claimed to be a superpower, nor does it intend to dominate the world.
