There's only relatively good and relatively bad. Is the North Korean dictator Zhang Dejiang better? All I know is when he was in Guangdong, Guangdong was in shambles. If you didn't know, Wukan was not only a problem now, it was a problem in 2005 under the North Korean dictator Zhang Dejiang as well. He only understands violence because that's what Kim Jong Il personally taught him, so he led police to shoot protestors which led to later riots (Wukan last year), while Wang Yang handled the situation peacefully.
Both Zhang and Bo are the subordinates to Jiang Zemin.

Bo Xilai's personality is indeed very corrupt and arrogant, even though his Chongqing Model follows the right path.
