China Poultry Plant Fire Kills 93: Local Government

At least 93 people were killed in a fire at a poultry processing plant in northeastern China on Monday, local officials said, in what appeared to be the country’s worst blaze for 12 years.

More than 300 workers were at the Baoyuan poultry plant at Dehui in Jilin province when the fire broke out and emergency workers searching for survivors were uncertain how many remained trapped inside, Xinhua news agency said.

“As of 2:35 pm, altogether 93 people had died and 54 people were injured,”the Jilin provincial government information office said on its Weibo account, a service akin to Twitter.

It is the country’s worst fire for more than a decade, according to listings on the Baidu Internet portal. On December 25, 2000, a blaze at a shopping centre in Luoyang, in the central province of Henan, killed 309 people.

The slaughterhouse gate was locked when the fire broke out but about 100 workers escaped, Xinhua added. The facility had a “complicated interior structure” and narrow exits which were slowing the rescue work, it said.

The cause of the blaze was not immediately clear, but state broadcaster CCTV said eyewitnesses had heard a blast and suspected a leak of liquid ammonia.

CCTV also said on its Weibo account that the blaze might have started with an electric spark in the plant.

Six hours after the fire broke out around 6:00 am it had largely been brought under control, CCTV said, but Xinhua added that firefighters were still working to extinguish it entirely.

The Jilin Baoyuanfeng Poultry Company, which began operations in 2009, employs 1,200 people and produces 67,000 tonnes of chicken products per year, Xinhua said.

China News Service said that as of the end of 2010 it had sales of 230 million yuan ($38 million).

Workplace safety standards can be poor in China, where fatal accidents happen regularly at mines and factories, with some blaming lax enforcement of rules.

But loss of life is rarely on such a scale as the Jilin fire.

A major blaze at a Shanghai apartment building in 2010 left 58 people dead, and one at a shopping mall in Jilin killed 53 people in 2004.

In some cases owners or company officials have been arrested as a result of workplace accidents.

It was not clear whether poor standards were to blame for the blaze in Dehui.

No arrests were immediately reported, and Xinhua said an investigation into the cause had begun.

There have been so many of these blazes recently. Hope it leads to better working conditions in developing nations.

Hong Kong's Phoenix Television cited family members as saying that the doors were always kept locked during working hours during which workers were forbidden to leave and that the slaughterhouse never carried out fire drills.

Not locked, the 2nd machine shop has 3 door, inwhich two usual don't open , one is open;
There are about 300 people in the machine shop of Poultry slaughter company, then Liquid ammonia let out and bring explosion and fire, then power off, fire swallow the machine shop in 3 minutes, Stampede happened nere the door for can't see and power off, 119 died, 54 injured

So, you know what happened, down to exact floors and # of gates and Xinhua doesn't? Sounds legit.

Condolences to Chinese victims, though this is nothing to be surprised about.

Chinese are still where Japan was in 1950, relative to the USA (China GDP PPP per capita is ~20% that of the USA, same as Japan during early 50's). So it's going to take China another 20 years of growth that Japan did so that they can meet the same living standards as moderately developed countries of the 2030's.

Safety standards will improve concurrently. The big point is not to be reactionary like the Westerners are. They are always pursuing reactionary policies and legislation when events like this happen. If China wants to maximize growth, it should not do the same.
 
RIP for the victims and condolences to the aggrieved friends and families, speedy recovery for the injured!

Poor adminstration in that factory obviously.

For those who are ignorant of workers' safety standards in China, there are some criteria that the factories have to comply with for smooth and safety operations or otherwise they will be out of business

1. ISO standards
2. Global procurement compliance
3. local laws and union standards

Both the government and the administration of the factory have to bear responsibilities. I wonder if the workers are adequately insured or not at all!
