I think it is unlikely that it matches the Phalcon. Otherwise they would not have attempted to procure it themselves.

It's a Chinese AWACS. The airframe is a modified IL-76 similar to Russian A-50, but all the phased-array radar and electronics are "Made In China". KJ-2000 is said to be equivalent to USAF's E-3 "Sentry", not sure which variant though.

They have similar performance yes but the falcon is far better. It has the ability to track and send up to a 100 intercepters to take out any enemy in all weather day and night.

Better not make such a judgement in a hurry. China never reveals KJ-2000's specs, so qualitative comparison is not justifiable.
