This has been debunked and the news is fake!
Why the hell would Pakistan devout precious resources into a program which is seen as a 'poor mans's nuke'? Such programs are very risky, their damage to the enemy certainly in the short-term is very limited, and counters can be found.
Pakistan signed the BTWC back in 1972!
