Why would India nuke Ukraine?

Basically, when USSR collapsed, there is considerable number of nuclear devices left in Ukraine. The problem is that Ukraine doesn't the money to support these weapons, but it can't exact just give it to Russia for free and nobody afford it if they fall into wrong hands. So some sort of deal have to be made, even if it is symbolic in nature. As a result, the members of UN permanent security council promised that Ukraine would be protected from nuclear strike and Ukraine would "de-nuclear". So it is not about India at all.
