3G licensing has been deliberately delayed at the behest of the Operators, and will be auctioned in 2012, the infrastructure for 3G already exists.
4G networks offer an all IP implementation. A pre-4g.. (late 3G) Evdo is already implemented in all major cites of Pakistan by PTCL.
