Why would India not send Doval to the BRICS NSA meet after having invested so much of time and effort to it.

The financial structure of BRICS is based on equitability and transparency with all member states contributing similarly and the stakes cannot be increased by a member without the approval of all others. It is the perfect example of a MULTILATERAL organization, unlike the IMF and the BRI by China.
