Engineers finish work on 18 steel truss complexes of major bridge on BRI route

The Yuanjiang Railway Bridge, which has the tallest bridge pier in the world and the longest span between two piers, and is part of the Chinese section of the 925.5-kilometer China-Laos railway, has got a major boost after builders finished installing 18 out of the 56 steel truss complexes forming the bridge.

The 832.2-meter-long railway bridge, which spans the Yuanjiang River with four piers in between and two platforms at both ends, is considered one of the difficult projects on the China-Laos railway, a major undertaking in the Belt and Road Initiative.

"We are now heading to the highest pier and hope to reach it before the end of October this year," said Zhou Jihong, a project manager from the China Railway No 4 Engineering Group Co Ltd (CREC4), the company building it.

The main span of Yuanjiang Railway Bridge is 249 meters in length while its No 3 pier is 154 meters high, about the height of 54 stories in a high-rise, said Zhou.

The foundations of the tallest pier go 78 meters underground and took 22 months to build, and can withstand a weight of more than 150,000 metric tons even without the passing of the trains, said Chen Changguo, deputy Party secretary of the Fifth Division of CREC4 which participated in the project.

The dual-track bridge, spanning the V-shaped Honghe River Canyon in Southwest China's Yunnan province, is one of 134 bridges being built on the 508.5-km Chinese section of the railway, which links Yuxi city in Yunnan and the Lao capital Vientiane and will be fully operational in December 2021.

According to Chen, construction of the Chinese section, also called the Yuxi-Mohan Railway, began in April 2016 with an investment of 51.6 billion yuan ($7.9 billion) and 86.12 percent of it is comprised of bridges and tunnels, joining the Mohan-Boten border gate in northern Laos.

The 417-km-long Lao section, linking Mohan-Boten and Vientiane, has an operating speed of 160 km per hour with an investment of 37.4 billion yuan, said Kang Ning, the publicity chief for the Fifth Division of CREC4.

As a demonstration project in China's "going global" strategy for its high-speed railways, the China-Laos railway is an achievement in Sino-Lao cooperation under the BRI, she said, adding that they will also try to make it into an important channel for China to better connect with the outside world for economic and cultural exchanges.

"China aims to build a 5,500-km Trans-Asia Railway, which begins in Yunnan's provincial capital Kunming and travels through Laos, Myanmar, Thailand, Vietnam, Cambodia and Malaysia, before ending in Singapore," said Ding He, a deputy project manager for the railway project who is also from CREC4.

Earlier, China and Thailand started building Thailand's first high-speed railway in December 2017, which will link to the China-Laos railway, Ding said.

Bai Yunxia, a deputy director from the Qiaotou Community of Honghe Street at Yuanjiang Hani, Yi and Dai autonomous county, said her community of 3,347 people are hoping that the railway would start operations soon so as to make transportation more convenient and the local economy more prosperous.

Lao gov't promulgates new law for railway development
Source: Xinhua| 2019-04-30 17:05:47|Editor: Shi Yinglun

VIENTIANE, April 30 (Xinhua) -- Lao President Bounnhang Vorachit has issued a presidential ordinance promulgating the new Law on Railways, which provides guidance on railway development, local media reported on Tuesday.

The 50-page law defines principles, regulations and measures to manage, follow up and inspect railway affairs. These are aimed at ensuring the effectiveness, efficiency, modernization, sustainability and environment-friendly development of railways, local daily Vientiane Times reported.

The objective is to make sure that railway operations and transport are convenient, safe and fast, and that Laos' railway network and services can integrate with regional and global networks smoothly.

According to Article 4 of the law, Laos encourages local and foreign individual investors, legal entities and organizations to invest in its railway infrastructure development and transport in various ways, such as public-private partnerships, and concessions.

The state encourages railway operators to benefit from various policies in line with the country's laws, which facilitate access to financing to enable operators to strengthen their business operations. It also supports human resource development, research, and the use of modern science and technology in railway operations, the report said.

The Lao government attaches great importance to the development and operation of a railway network as this will drive efforts to transform Laos from a landlocked country into a regional land link, and provide easier access to sea trade routes, it added.

The construction of the 414-km Laos-China railway connecting Lao capital Vientiane to the Lao-Chinese border is now more than 60 percent complete, with full completion slated for the end of 2021.

The Lao government also has plans to build several other railways to create links to neighbor countries. The new Law on Railways will provide legally binding guidance for the pursuit of these ambitions.

The law specifies the steps that developers are obliged to fulfill, including carrying out a feasibility study, a survey, drawing up plans, and rehabilitation and repair plans. Under Article 41, compensation for property that has been appropriated by a railway project must be disbursed before the land is given to a developer. The compensation process must also ensure that displaced households enjoy better living standards than before, and that compensation must be awarded in a fair and transparent manner.

The law also defines principles and regulations for the management of railway services including passenger and freight transport, as well as logistics services.

VIENTIANE, March 27 (Xinhua) -- With its first 500-meter-long rail steadily laid on the subgrade, the China-Laos railway kicked off its track laying work on Friday in Lao capital Vientiane.

The rail is the longest one outside China in Asia and it was also the first time the CYP500 track laying machine has been used in railway construction in Southeast Asia, said Hu Bin, project manager of the China Railway No. 2 Engineering Group (CREC-2).

The machine has advantages of high reliability, strong compatibility, standardized operating procedures, and high laying accuracy, he told Xinhua.

The CYP500 can lay about 2 km-tracks per day, exceeding the required average daily laying progress of 1.5 km.

The Laos-China Railway Co., Ltd. (LCRC), a joint venture based in Vientiane in charge of the construction and future operation of the railway, told Xinhua on Friday that the first track laying of the China-Laos railway indicates that the railway construction has entered a critical period of track engineering.

Since the commencement of construction in December 2016, Chinese and Lao engineering companies have overcome complex geological and geographical environments and resource shortages, adhered to quality work, dynamically optimized construction organization, scientifically allocated construction resources, and carried out environmental protection in design and construction, according to the LCRC.

The project construction has been advancing in an orderly and steady manner amid the COVID-19 pandemic, said a LCRC press release, adding that the project progress can meet the scheduled completion date in 2021.

Hey Song Hong, any new information, projections and developments for the Highspeed rail in Vietnam? I heard of it a about a year ago but haven't keep up with it since. I know the Coronavirus will delay it a bit but it should be progressing now, right?

Nothing interesting in Vietnam HSR. Exciting things are Hanoi Cat Linh-Ha Dong metro line patronized by China. Right now, France, Korea, Japan and China are building metro in Vietnam. China started last, but finished earliest.

This Cat Linh-Ha Dong metro line is essentially a gift from China. China paid upfront, and Vietnam transport ministry corrupt significant money. Then they blackmail China to pay more, which China did.

The transport ministry was controlled by pro USA faction of former PM Nguyen Tan Dung. The former Transport Minister Đinh La Thăng was from pro USA faction.

While the metro was already done since more than one year ago, the Transport ministry uses lots of pretext to prevent it from operating.

And the 1,000 km cross-border railway will slash the travel time between the two countries to half a day.

Construction of 1st communication tower of China-Laos railway completed
April 20, 2020

VIENTIANE, April 20 (Xinhua) -- The construction of a 40-meter four-pipe communication tower of the China-Laos railway Vientiane station was completed on the outskirts of the Lao capital on Monday, marking major progress in the railway communication signal project.

Amid the lingering COVID-19 pandemic, the China Railway Construction Electrification Bureau Group Co., Ltd. (CRCC-EBG, simplified as EBG), which is undertaking the communication signal project of the China-Laos railway, made a comprehensive plan, organized construction carefully, and closely monitored every step.

Li Chunsheng, who is in-charge of the EBG management, told Xinhua on Monday that his team, on the one hand, prepared for the possible long-term pandemic by implementing a daily notification system with the application of online management platform of every staff's health condition.

On the other hand, they mapped the overseas transportation and procurement route, detailed the procedure and coordinated the materials and equipment to overcome the difficulties in transportation brought by the pandemic, so as to effectively ensure the installation of the first communication tower of the China-Laos railway.

Li Chunsheng said his project department strictly carried out the goals proposed by the Laos-China Railway Co., Ltd (LCRC), a joint venture based in Vientiane in charge of the railway's construction and future operation, namely "absolute isolation (from pandemic risks), zero infection, and catching up the construction timetable", simultaneously managing the epidemic prevention and project progressing.

"So far, many signal houses and communication towers' construction along the China-Laos railway are being carried out steadily. Cable installment in the tunnels is also in progress," said Li.

The communication signal project of a railway is the core and key of the entire railway's train operation, command and control system, and is known as the "brain and nerve center" of the railway.

The China-Laos Railway is a project between the China-proposed Belt and Road Initiative and Laos' strategy to convert from a landlocked country to a land-linked hub.

The 414-km railway, with 198-km tunnels and 62-km bridges, will run from Boten border gate in northern Laos bordering China, to Vientiane with an operating speed of 160 km per hour.

The electrified passenger and cargo railway is built with the full application of the Chinese management and technical standards. The construction of the project started in December 2016 and is scheduled to be completed and open to traffic in December 2021.

VIENTIANE, April 23 (Xinhua) -- All the beams of the Luang Prabang cross-Mekong River super major bridge of the China-Laos railway have been installed, according to the Laos-China Railway Co., Ltd. (LCRC), a joint venture based in Lao capital Vientiane in charge of the construction and operation of the railway.

The LCRC told Xinhua on Thursday that with the last 32-meter prestressed T-beam steadily settling down on the piers on Thursday, the beam setting work of the bridge, undertaken by China Railway No. 8 Engineering Group (CREC-8) was successfully completed.

The China-Laos Railway crosses the Mekong River twice to the north of the ancient Lao capital of Luang Prabang, some 230 km north of capital Vientiane. The continuous beam of the Luang Prabang bridge was completed in July 2019, seven months ahead of schedule, while the installation of T-beam began on April 9.

The Ban Ladhan cross-Mekong River super major bridge, also constructed by the CREC-8 closed its continuous beam on April 1.

The Luang Prabang cross-Mekong River bridge, some 230 km north of Lao capital Vientiane, has a total length of 1,458.9 meters and is composed of 28 span T-beams and six spans continuous beams. It is the most difficult and most technically complex bridge on the entire railway.

To ensure the successful completion of the bridge erection, the CREC-8 beam manufacturing and installing department made careful preparation, formulated a special construction plan and closely monitored the construction.

According to project manager Zhang Jiahong, amid the COVID-19 outbreak, the project department in Luang Prabang has carried out the beam installation work while paying close attention to epidemic prevention and control.

Taking advantage of the experiences of epidemic prevention and control in China, the Chinese engineering team took multiple measures, including strictly implementing the safety production management system, to successfully complete the tasks of beam fabrication, transportation and installment before the rainy season sets in.
