CIA started smuggle drug using ex-US Commercial Pilot back in 1970s, they said they had stopped after Barry Seal was arrested and turn DEA witness (he was executed by Medellín Cartel) but virtually no one in the intelligence community believe what the CIA said.

Another way is that people don't realise illegal drug have quite a lot of power in controlling a country, can you name me a single country that does not have a any sort of illegal drug problem?? Even places like Singapore have them, which they are very tough on drug. So whoever control the flow of illegal drug, that is probably going to be able to control or curb a country.
That is what the CIA and the Government learn from those cartels selling narcotic inside US, US tried to fight it, but they can't then they realise it is something we all most likely cannot do anything about it, you may as well just control them.
Even China realises this now, DEA estimated 64% of the world of illegal Fentanyl or Precursor were illegally export from China (The other country being Vietnam and India) and most that reach US was imported either as a whole or by parts from China to Mexico (they didn't say the share, but it is estimated at around 90%) You have to have some kind of government connection to bring drugs in illegally from the place of origin, and 64% of world share usually mean this is systematic, it point out to what China is doing is like what the US is doing to Crack and Heroin back in the 80s.
