Nah, CIA control those Mexico Cartel.
We lost the war on drug 30 years ago; CIA took over by siding with one of the cartels in order to control the flow of drug to the US. CIA started smuggle drug using ex-US Commercial Pilot back in 1970s, they said they had stopped after Barry Seal was arrested and turn DEA witness (he was executed by Medellín Cartel) but virtually no one in the intelligence community believe what the CIA said.

The British waged wars for that, sponsored by the gov in drug trade. Latin American states govs never get involved in the trade and no wars waged, big differences.
Americans can only blame themselves to import the stuff, no one force them. The substance is banned in China.

Fentanyl is hard to control, unlike coke and other natural opioid, you don't need to grow them, as Fentanyl is synthetic drugs, basically it's like meth, anyone have a cook house can make Fentanyl and it's a lot more potent than any other drugs.
You don't have a traditional player in this, as I said, anyone can make these given if they have the way to import the chemical. Which make it hard to control.

Well, that's one way to look at it.
Another way is that people don't realise illegal drug have quite a lot of power in controlling a country, can you name me a single country that does not have a any sort of illegal drug problem?? Even places like Singapore have them, which they are very tough on drug. So whoever control the flow of illegal drug, that is probably going to be able to control or curb a country.
That is what the CIA and the Government learn from those cartels selling narcotic inside US, US tried to fight it, but they can't then they realise it is something we all most likely cannot do anything about it, you may as well just control them.
Even China realises this now, DEA estimated 64% of the world of illegal Fentanyl or Precursor were illegally export from China (The other country being Vietnam and India) and most that reach US was imported either as a whole or by parts from China to Mexico (they didn't say the share, but it is estimated at around 90%) You have to have some kind of government connection to bring drugs in illegally from the place of origin, and 64% of world share usually mean this is systematic, it point out to what China is doing is like what the US is doing to Crack and Heroin back in the 80s.
It's not one way to look at it.
They literally sold drugs in Black Neighborhoods.

Did you actually read my post beyond "That's one way to look at it"
Back in the 70s, Black Power is a problem for the US (you have group like black panther and Malcome X and so on), you have GOT to know how to deal with these group. One way of doing it is for them to hook up on drugs so they create less of a problem for the government. And society back then don't really care about drug with the massive use of LSD or Cocaine and Novacaine and so on. I mean the entire 60-70 is about drug in America. But these group present a challenge on the US government, so get them hook on drug, problem solved.
Again, this is about power and control, by the 70s, CIA have known that these are going to be a perfect weapon for DOMESTIC or ABROAD. That's why CIA started working with Noriega and Escobar under the table in the 70s. That's what I said previously.
