The CCP clown is there to ensure the military stays in party control. PLAAN is a private army that pledges its allegiance to the CCP and not to the country China. Indian armed forces pledge their allegiance to India.

A civilian can never be as good as an officer in the army when it comes to leading or understand the handling of tactical information. No country has politicians leading a regiment or a brigade.

I means goals. What was the objective. The US Generals couldn't create a strategy to change Afghanistan which is what the US gov't wanted. So in the end the US military will have changed nothing in Afghanistan. Just as the British and Russians changed nothing. Kill a million men but there still millions more.
