It's decided by the market, 10 years ago China was a food exporter and now is a net importer, cause growing food will lose money in China, all people go for more value added industries in the cities and only the very old are left to take care of the farmlands, once the food price goes up, people will come back for farming, but now the food price in global market is so cheap, it's not worth it to grow food in China.

Well then China can set up agriculture companies to farm big lands, China is very large, big companies can farm at an industrial scale.

Canada total exports is 400 billion US dollars. Exports to US are 76% of total but China is only 4%.
