Infrastructure will not pay dividend right away, how old is this retarded writer ? Investment of 31 billion will create 1000s of jobs which Pakistan can use. China is today's economic power, we will be stupid to say no to be partners with them. Same retards didn't say any thing when Americans invested billions in India or Japan , Germany , but some how same is no good for Pakistan.
There is a difference, when you allow infrastructure investment there are three route's
1) foreign country only finances the money, construction is done by the host country
2) foreign country invests money with a clause that most of machinery and some man power would come from their country, they can actually debate the percentage here, typically 40-60, foreign to host is the best ratio, if interest rate is low
3) turn key project, foreign country funds and builds the project

India uses option 1 the most and option 2 with heavy advantage on India's side

The author is complaining about 70% of machinery and goods coming in from china along with the money, which IMO is a fair observation, this discourages local construction activity

Good point, that has always been Pakistan's biggest problem. Pakistan need to go for option 2 in addition that man power would be 80% local and be trained but i would not agree to 40-60 a long term project 30-70 makes sense with 70 to local and 30 to foreign that too should reduce with time as country pays back for Machinery etc.
