No, India is not neutral to the Russia-Ukraine war. It still remains pro-Russian. Russia will send oil to India and India will sell many of its goods that Russia need in a barter deal.

If India does decide to annex BD like you've said, this will be very late into the future, they simply cannot right now.

What pipe have you been smoking the quad is an alliance to cutting off China shipping sea lanes. This effectively acting against China. Bd is not major player like u.s China will not entertain this and will simply cut off bd, no investments, no exports to West. Bd should just stay neutral for long as possible
