BEIJING, Feb. 9 (Xinhua) -- At least one million more births are expected in 2015 than last year, as a result of changes to the birth control policy.

A total of 16.9 million new citizens came into the world in 2014, 470,000 more than in 2013, according to the China Population Association (CPA) on Monday.

According to the CPA, since 1990s, the annual number of newborns has decreased from more than 20 million to around 16 million. The lowest number was 15.8 million in 2006.

Yang Wenzhuang of the National Health and Family Planning Commission (NHFPC) said the number of Chinese women at childbearing age has declined while the number of births has increased, showing the effect of the changes to the birth control policy.

The changed policy was piloted in east China's Zhejiang Province in January 2014, and now couples nationwide may now have a second child if either parent is an only child.

As the end of 2014, around 1 million couples had applied for a second child.

China should end all restrictions on how many children people have.

The one-child policy is no longer relevant anymore.
Soon majority in China will be over 40 (average age of population) which is too old to have children. It is too late.

Err, should not affect the ability of child-bearing age to have enough children to keep China a healthy society.
There are plenty of woman between ages of 20-40 that can have children.

Chinese government can offer inducements to especially poorer women to have multiple children.

Wait until year of the Dragon and rat, you will see an increase.

My third child born in Dragon year, and he's 3 year old now.
I heard that, Chinese is too familiar with only 1 child, and it takes time for them to prepare both time and money for the 2nd child. Some fear that they couldn't give the best to (possibility ) the 2nd child.

My suggestion, the China govt should state "every family could have 2 kids and more if they want"

We was advised to limit the chance the woman get pregnant after 35 years old.
It raises up the risk of Down's syndrome neutropenia and similar.

My third child was born when my wife expecting her 33rd birthday in next 30 days.
Trisomy 21, also known as Down syndrome, refers to the presence of an extra chromosome 21. Down syndrome is the most common trisomy in live births, occurring in approximately 1 in 800 live-born children (Jorde et al., 2000). Because of the genetic imbalance created by the presence of an extra chromosome, approximately 75% of pregnancies with trisomy 21 end in miscarriage (Jorde et al., 2000).
About 90% to 95% of the time, the extra chromosome 21 is contributed by the egg cell (Jorde et al., 2000). The incidence of trisomy 21 is positively correlated with maternal age. As a woman's age increases, her chance to have a child with Down syndrome also increases. For example, the chance for a 23-year-old woman to have a child with trisomy 21 is approximately 1 in 1450, the chance for a 35-year-old woman is approximately 1 in 355, and the chance for a 42-year-old is 1 in 50 (Gardner and Sutherland, 1996). Women who are 35 years of age or older at delivery are commonly offered additional prenatal diagnosis options because of the increased risk.

in our chinese culture these years like rat, tiger ,dragon ,horse and monkey are very popular.

Vietnamese doesn't like give birth daughter in Tiger and Monkey year.

So there must be much more things to do for the 2nd child, right?

I just joined a party with a group of same age friends, 4 out of 10 have 3 children, remain with 2 children.

oversea ( USA ) Vietnamese students envy with Chinese students, high school pupils. Because they are full armed with high tech equipments, if they lost their Ipad for example, then immediately money sent to them from home to buy a new one.

Very good. Anticipate the trend to continue and stabilize somewhere near 1990s numbers as people get familiar with the new policy and and the old policy is being further relaxed.

The Turk above is sore because China adds almost one Turkey every four year (well, every three-year, if we discount the Kurds). LOL.

In terms of GDP, China adds more than one Turkey every year.
