China Doesn't Belong in the BRICS
Beijing is in a class of its own
Graham Allison Mar 26 2013, 9:58 AM ET

When Jim O'Neill of Goldman Sachs coined the term 12 years ago, many expected that economic growth rates in India and Brazil would soon rival China's. That remains O'Neill's bet, his most recent blast foreseeing that "India definitely has the biggest potential for growth among BRIC countries this decade." But the brute fact is that China has continued growing more than twice as fast as other members of this club. Indeed, in every year since 2001, the gap between China's GDP and that of each of the others has widened. In the decade ahead, the gap is likely to become even more pronounced. Given this divergence, it is more appropriate to consider China separately from Russia, India, Brazil and South Africa, which, if an acronym is called for, can be called: "RIBS."

In 2001, China's GDP was equal to the GDP of all the RIBS combined. In the five years since the global financial crisis, just the increment of growth in China's economy is larger than the entire economies of Russia and India combined. Indeed, in the half decade since the financial crisis, 40 percent of all growth in the global economy has occurred in China.

Last year, the economy of China expanded by $1 trillion; Russia and India grew by $100 billion; Brazil and South Africa shrank. In 2001, China ranked sixth among the world's economies. Today it stands at number two, on track to overtake the U.S. and become the world's largest economy in the next decade.

In trade, China accounts for 11 percent of global merchandise exports, roughly double that of the RIBS combined. Moreover, the markets to whom China and the RIBS export and from whom they buy are the U.S., the EU, and Japan. Merchandise trade among China and the RIBS barely registers in world trade statistics.

In foreign reserves, China held twice as much as the RIBS combined in 2001 (with $220 billion), and now holds three times as much as the others (with $3.3 trillion). In greenhouse gas emissions, China accounts for 30 percent of the global total, more than twice the amount of the RIBS combined.

Goldman Sachs continues trumpeting the rise of the BRICS (though it refuses to include South Africa, which was pulled into group by China in 2010). Its latest "BRIC Fund" prospectus forecasts that by 2030, the BRIC nations will have a combined economy larger than that of the G7. If this happens, the most important part of the story will be that China added $17 trillion to the global economy, effectively creating another United States in less than 20 years.

Concepts that jumble together elements with more differences than similarities sow confusion. While it may have played a useful purpose at the beginning of the century to highlight faster-growing emerging economies, BRICS has become an analytic liability. Like generalizations about per-capita growth in countries where wealth disparities are widening (as the rich get richer while the income of the poor declines), submerging China in this acronym misses more than it captures. If a banner is required for a meeting of these five nations, or for a forecast about their economic and political weight in the world ahead, RIBS is much closer to the reality. Even if governments, investment banks, and newspapers keep using BRICS, thoughtful readers will think China and the rest.

India doesn't belong in BRIC. It's the worst performing country according to the founder Jim O'neill

India has no right to be in the same league as us.

Do you guys even realize why Brics was formed???

It was group of countries which in 21 century will go from developing to developed and will have massive global influence. If China thinks it is in a league of its own then go ahead make a G1, a group of only China.

China is still a poor country even though it has outpaced all others in the Brics group. Its still poor and developing just like Brazil and India. We still have a long way to go.

Yeah right so you are telling me Brazil's 0.6% and Russia's 1% growth is better than India's 6%?? Dude you are a trool and really nothing better can be expected from you.

The Group of Two (G-2 or G2) is a proposed informal special relationship between the United States and the People's Republic of China. Originally initiated by C. Fred Bergsten as primarily an economic relationship, it began to gain wider currency and scope from foreign policy experts as a term recognizing the centrality of the U.S.-China relationship near the beginning of the Obama Administration. Prominent advocates include former National Security Advisor Zbigniew Brzezinski, historian Niall Ferguson, World Bank President Robert Zoellick and chief economist Justin Yifu Lin.

As the two most influential and powerful countries in the world, there have been increasingly strong suggestions within American political circles of creating a G-2 relationship where the United States and China would work out solutions to global problems together.

This "G2" concept reflects the current global situation more properly.BRICS is more like a joke now and being questioned by numerous economists again and again.

I was going to post something like this, however I was coming from the angle that there is no united in BRICS and most likely will not have it in a long time, if ever.

China right now is economically better overall than all of them combined, however, per capita Russia and Brazil are considerably higher. Russian Technology is better, while Indians specialize in some high level manufacturing including steel.

South Africa is the only one that doesn't fit, but you need a country from Africa, and the difference is not huge between south Africa and the rest.

At this point, China is only in a league of its own if you consider parts of the equation. That's why you got to look at the whole picture.

Which brings back to my unity point. The BRICS nation have essentially two global powers in Russia and China, a three quarters developed regional power in Brazil, a Regional power to become global power in India, and South Africa is south Africa.

China doesn't have a clear advantage when compared to other BRICS members. Hence China is not the leader of this group.

To say China is a clear leader, a few more things needs to be achieved especially in the technological department.

What I will say is this, China is moving at a very fast pace, and looking at a lot of indicators, China is catching up to Russia fast and is out pacing the rest of BRICS in a blazing speed.

Let's have this discussion again in five years and see where we at.

India should get out of BRICS bank and perceive its own policies while investing in Africa or Latin America.

In 2012, the nominal GDP in US$ of India contracted by -3,835% (from 1897 trillions down to 1824 trillions (updated IMF data)), while China's nominal GDP in US$ increased by 12.728% (from 7298 trillions to 8227 trillions). Russia nominal GDP in US$ up by 9,271% (from 1850 trillions to 2021 trillions) and Brazil's was down by -3,889%. Both India and Brazil are not doing well, although the contractions are mostly due to their currency devaluation.

For comparison, Indonesia's nominal GDP was up by 3,751%.

China, Russia and Brazil are all still poor (relatively) and developing, but they are not in the same league with India. India, together with South Asian countries, are the poorest region in the world, with GDP per capita in 2012 is even lower than that of Africa (US$ 1400 vs. US$ 2000 per capita of all African countries combined), while China, Russia and Brazil poverty are comparable to Latin America and East European.
