This is actually nothing.
In Western countries it costs nearly 1 billion for around 5 kilometers of subway (Toronto, Sheppard line). In other words around 250 million per kilometer. And nobody uses it and nobody likes it. If it was over ground it might be cheaper due to lack of digging but would probably be more expensive due to need to buy land.
