That is one of the things. Exporting ore is more profitable, than selling it to Indian steel plants. The recent coal mines auctions got to change that, along with some other policy/taxation changes. Besides, Indian companies need to show some interest in building more plants, which always was hampered by the red tape.

Apart from past 15 years, both countries have been relatively equal economically. Besides, what other benchmark for any developing country is better than China!

Concentrating on "manpower" in raising productivity is grossly outdated
