It is all down to population and industrial structure.

China has more people than North America.

China also has a very energy intensive industrial structure, a thing that you suffer due to. There is huge capacity in heavy industries like iron, steel, cement, etc.

China itself wants to transition towards more service oriented, and innovation based model, that is less resource and energy intensive.

Also, Chinese industries have been less energy efficient compared to American counterparts.
 
Good. Manufacturing might. And that table is still missing the province of China and Macau. And it's poised to grow a lot more even.
 
It is not surprising at all. China has more than 1/4 of the world's industrial GDP, equal to the next 4 nations combined and even bigger share of total capacity. While US consume more than its share of power, Canada has about 32 million population while Mexico is rather underdeveloped comparing to the likes of China or US. The entire North American continent has less than half of China's population and less combined industrial capacity as well. There is no reason China shouldn't be consuming more power.
