Western journalists and government officials wrote tons of Xinjiang articles and "news" in the comfort of their offices in New York or Washington, but when being invited to Xinjiang to see things with their own eyes, they refuse.

We in the west are more direct. When Chinese foreign minister answers questions posed by western reporters they sometimes use Chinese idioms, Chinese way of speaking that when translated produces two results:
1. It's misinterpreted. Recently Zheng Renfei was misinterpreted sounding like Huawei wants to "fight and fill the roads with blood"
2. Ambiguity. It appears Chinese meant no, but also could mean yes. I believe this style of speaking will do more harm than good with western leaders and the people.

Times have changed. Speak more like Putin and get more respect. Direct but not insulting.

Nobody (or entity) can impose sanctions on him as long as he is working in this capacity.
