This has more to do with safety. Russia's Boeing and Airbus planes do not have spare parts for maintenance due to sanctions. If they fall out of the sky in China, that creates a whole lot of liabilities.

Russian made planes are still flying in daily.

More like if they let them fly with double registration, ICAO would probably decertify China aviation status. It's written in Article 7 in ICAO charter that you can't do that.

Also, the liability for accident is on the country that aircraft is registered. The only responsibility for the country that own the airspace that accident happened is to investigation, and they can delegate it to someone else if the country the airspace is in do not want to do it.
