you know that the civil war of china has not ended as ROC retreated to taiwan in 1949, there are two china entities, ROC and PRC.
in 1956, ROC cannot support the cost of army stationary in SCS islands, the south viet, as the nature of thief emerged as usual, just caught the chance to steal the islands of china. PRC cannot deploy navy over the islands due to the issue related to taiwan.

educated chinese can understand that after 1954, China PRC and North Vietnam agreed that Islands belong to South Vietnam State by leader Bao Dai.

North Vietnam don't have right to say about Islands of South Vietnam after 1954. 1958 China claimed it, it mean china swallowed is signature in Geneva Accords 1954.
