Every project has a initial feasibility report whether project is military or civil it doesn't matter feasibility is must than its come from surveying the land, whether this place is safe for building shipyard what soil quality that land have etc etc is that land relatively safe for natural disaster such as Earthquakes/ typhoons or landslides etc etc when govt final it decision than construction will start
You are using standard business approach. Of course I am not denying that feasibility report commonly is required. But read carefully, I said: it is "by instruction of the government for military purpose", that means no need business and even environmentally related feasibility study;
The initial feasibility report for this case should be short.
And your childish thinking that install cranes in one month, install this in 2 months is so funny that i am laughing so hard, this not video game or something, for any govt trying to build Naval base or Naval shipyards the rule and regulations are more Stricker than civilian ship constructions or designing a naval shipyard which means more and multiple rigged testing at the factories which creating the infra for naval shipyards
