China’s foreign minister on Thursday accused the Philippines of “political provocation” by calling for an international arbitration regarding territorial claims in the South China Sea. The arbitration was initiated by Philippines in early 2013 after Beijing refused to remove its ships from a disputed shoal, and claims that the latter’s territorial assertions do not comply with the 1982 U.N. Convention on the Law of the Sea and thus should be declared invalid.

Chinese Foreign Minister Wang Yi said, according to the Associated Press (AP), that the Philippines’ decision of lodging a case with the tribunal in Hague was “irresponsible to the Filipino people and the future of the Philippines.”

China has so far denounced the arbitration process as being illegitimate and has refused to participate in it. The tribunal had decided last October that it could hear the case, and a ruling is expected to be announced later this year, AP reported. China has also conducted massive land reclamation in the area over the past two years, a region that is also claimed by Brunei, Malaysia, Taiwan and Vietnam.

Wang blamed Philippines officials for not negotiating with Beijing and filing the arbitration without China’s consent. “We are neighbors just separated by a narrow body of water,” Wang told the Center for Strategic and International Studies think tank, according to AP, adding: “We want to contribute to the Philippines' economic development.”

Wang, who was in Washington this week for talks with U.S. Secretary of State John Kerry, also said that its military facilities on the island are needed for self defense because other countries have already militarized the shores. The country also reportedly plans to build civilian infrastructure like weather stations and emergency harbors to benefit the international community. Wang also added that while China had stopped reclaiming the land, other countries have not backed off.

Meanwhile, China's defense ministry spokesman Col. Wu Qian criticized U.S. Adm. Harry Harris Jr. over comments about China in front of the Congress, accusing it of militarizing a key waterway and seeking hegemony in East Asia. Harris had said that Beijing has constructed over 3,000 acres (1,210 hectares) of artificial landmass in the region over two years as compared to the 115 acres that is reclaimed by the other claimants in over 45 years. China denied the allegations and said the U.S. and its allies were to blame for raising tensions.

“I have noted that according to media reports, Adm. Harris made his remarks while seeking additional defense budget funds from Congress,” Wu said at a news briefing, according to AP, adding: “We don't interfere in your seeking defense budget funds, but you can't carelessly smear China while asking for more money.”

The blame over raising tensions in the area has been exchanged between both the countries for years now as Beijing claims that the Washington has sent U.S. military ships and planes near the man-made islands to get response from Beijing. However, U.S. Defense Secretary Ash Carter denied the allegations Thursday.

“The reason these activities are getting noticed isn't because the United States is doing something new,” Carter said during congressional testimony on Thursday, according to AP, adding: “We've been sailing in the South China Sea — and will continue to sail wherever international law allows — for decades now. We're not doing anything new.”

WASHINGTON – China has accused the Philippines of “political provocation” in seeking international arbitration over territorial claims in the South China Sea.

Chinese Foreign Minister Wang Yi said Thursday the decision by Philippine leaders to lodge a case with a tribunal in The Hague was “irresponsible to the Filipino people and the future of the Philippines.”

China has refused to participate in the proceedings. A ruling is expected later this year, after the tribunal decided last October that it could hear the case.

The Philippines initiated arbitration in early 2013 after Beijing refused to withdraw its ships from a disputed shoal under a US-brokered deal. It contends that China’s massive territorial claims in the strategic waters do not conform with the 1982 UN Convention on the Law of the Sea and should be declared invalid. The Philippines also asserts that some Chinese-occupied reefs and shoals do not generate, or create a claim to, territorial waters.

Wang blamed the Philippines for shutting the door to negotiations with China over their dispute and seeking arbitration without China’s consent.

He said China was prepared to negotiate “tomorrow.”

“We are neighbors just separated by a narrow body of water,” Wang told the Center for Strategic and International Studies think tank. “We want to contribute to the Philippines’ economic development.”

Wang was in Washington this week for talks with his counterpart, Secretary of State John Kerry. Differences over the South China Sea have strained US-China relations. The US accuses China of militarizing a key conduit for world trade. China says Washington and its allies are responsible for raising tensions.

China has conducted a massive program of land reclamation over the past two years in the South China Sea, where Brunei, Malaysia, Taiwan and Vietnam also have claims.

Adm. Harry Harris Jr., commander of US forces in the Pacific, told Congress this week that China has constructed more than 3,000 acres (1,210 hectares) of artificial land there in little more than two years, compared with about 115 acres reclaimed by the other claimants in more than 45 years.

Wang said China has stopped reclaiming land but other countries are continuing.

Wang also said China’s military facilities on islands and reefs are needed for self-defense as other nations have already militarized surrounding shores. China also intends to build civilian infrastructure like weather stations and emergency harbors for ships in danger, he said, which would benefit the international community.

In Manila, the presidential palace refused yesterday to dignify the accusation of foreign minister Wang that the Philippines engaged in “political provocation” when it lodged an arbitration case before the Permanent Court of Arbitration in the Hague.

“The Philippine government respects the independence of the processes of the tribunal; hence, we deem it inappropriate to engage other parties in argumentative discussion while we await the outcome of our petition before the tribunal,” Presidential Communications Operations Office Secretary Herminio Coloma Jr. said.


‘Seriously concerned’ by Australian defense document

Meanwhile, reports from Canberra said Chinese officials were “seriously concerned” by an Australian strategic evaluation of the South China Sea and warned Australia against compromising the stability of the Asia-Pacific region.

Australia announced a 20-year plan Thursday to bolster its naval strength with more submarines and warships as part of a military buildup it said was needed to maintain peace in the region.

The strategic document, the Defense White Paper, said Australia was “particularly concerned by the unprecedented pace and scale of China’s land reclamation activities“ in the South China Sea.

While not taking sides on competing territorial claims, Australia opposed “the use of artificial structures in the South China Sea for military purposes” and the assertion of maritime rights not recognized by international law.

Chinese Foreign Ministry spokesperson Hua Chunying told a press conference later Thursday that China was “seriously concerned about and dissatisfied with the White Paper’s negative statement on issues concerning the South China Sea and the development of China’s military strength.”

Chinese Defense Ministry spokesman Col. Wu Qian appeared to warn Australia against following the United States’ lead by sailing near one of the Beijing-controlled islands in the Paracel chain.

“We urge the Australian side to cherish the hard-won good momentum of development in bilateral relations and don’t take part in or conduct any activities that may compromise the stability of the region,” he said.

“The military alliance between Australia and the US should get rid of the Cold War mentality,” he added. Chinese officials use the phrase “Cold War mentality”\” to refer to thinking that harks back to an era when the world was less integrated.

Asked for comment about the document, the Chinese embassy on Friday referred the AP to the two officials’ comments.

The document also said the United States will remain the pre-eminent global military power and will continue to be Australia’s most important strategic partner over the next two decades.

A major conflict between the United States and China was unlikely, but friction between the two powers over the East China and South China Seas could raise tensions, it said.

“It will be important for regional stability that China provides reassurance to its neighbors by being more transparent about its defense policies,” it said. – Aurea Calica

Phillippines has a military that is currently "Insiginficant" when compared to China and China has considerably more power and influence pretty much all areas. Greater cooperation with Japan ,US and regional allies will help Phillipines build up a powerful deterrent

If the Philippine military is insignificant, why did the Chinese government attempted to have South Korean halt the sale of FA-50s to the Philippines?

The PH military modernization is for the procurement of modern equipment in order to have a minimum credible and thus, not a threat.

In order to stop the thing I mentioned next. The more powerful Philippines become China losses their ability to push their territorial claims.
The military power is a powerful detterant and a major boost for a countries ability to push their interests.

India has similar problem with Beijing supporting Pakistans military. Solution, piss of the CCP by working with USN. During the malabar ex in Bay Bengal, the CCP actually send a demarche to each nation, Japan US India Australia. It worked, Beijing toned done its relationship with Pakistan. India also has Vietnam as well. Phillipenes has assurance from the USN. No big military is needed unlike India. Best bet is to piss them off, and get what you want from them.
Beijing is loosing influence and has rag tag team of failed, near failed states as "friends". Laos, Pakistan, NK, Burma.
We have managed to stop beijing from supporting the military junta in Burma, which is why the have democracy.
Gotta fix the puppet dictators, and need leverage on Beijing.
So if Beijing is angry with Philippines. Good.
Somebody is doing something right. A lot of nations/people have a lot to be angry about with Beijings support for crazy regimes.

The USN is obligated to protect the Philippines. They (USN) can sink the PLAN easy. The result will be collapse of the CCP after the protest begin. Actions by Beijing on SCS are domestic related. If it bothers them, its leverage for the others.
USN, Japan, and even SK won't sit idly if a Red China pushes or punches Philippines. The entire policy of pivot to Asia, was to piss the CCP off and keep them weak. Not hinder Chinese people but the CCP themselves whom have shown little maturity on the international stage.

Military power isn't enough in this situation, the economy must also be strong. And at present, the Philippine economy is slowly showing its "weakness" as it relies heavily on overseas Filipino workers' remittances.

I doubt that the US will be able to help us in the future because I am pretty sure the Americans will NOT allow their sons and daughters to die for a fight that doesn't directly affect them, and the 2016 American President election would have an impact on its Asia-Pacific foreign policy, whoever wins in that election.

I also doubt that Australia, South Korea and Japan will do anything; South Korea and Japan would likely prefer to have better economic relations with China whereas I have little idea about Australia's foreign policy in regards to the Asia-Pacific.

Vietnam will likely do something though this is because of being in the same situation as us Filipinos, but the Vietnamese has a well-equipped military compared to the Philippines.

I doubt that the US will be able to help us in the future
We have a binding mutual defence treaty with the Philippines that has been in place since 1951 and we will most definitely honour it. In 2014 it was expanded due to this very issue, Chinese military expansion into the SCS.

I am extremely confident that the diplomatic processes between Beijing and Manila will never allow the situation to go 'south'. Historically , we have to understand that there had never been a 'war' or direct conflict between the states of China and Philippines. There is no basis for extending conflict "verbal exchanges" beyond the foreign ministry table and certain media outlets.

On a more holistic approach to the situation, the economic corridor indicates that , even with minor territorial disagreements (which is natural in the nation-to-nation interactive paradigm), trade between Beijing and Manila is blossoming, already the Chinese are the Philippines' 2nd largest trading partner after Japan. I suppose this fruitful relationship represents a multidimensional framework that operates between Beijing and Manila. As it stands the bilateral trade between China and the Philippines is nearing $20 Billion per annum; representing the 2nd largest trade partner after Japan.

Right and Wrong. You see, any war with the Philippines would shut down economic corridors and raise prices of oil and goods. SCS is a busy route. Any war, would escalate and bring in neighbours. The reason I believe the USN would interfere is because, they already will for Japan and SK, so why not the Philippines. Vietnam has India, and the reason the Philippines hasn't signed a strategic treaty with India is because they already have assurance from the USN.
Also, the Americans have sent 2 lakh of their sons and daughters to Iraq to secure Saudi interest. Thing about that for second. PLAN may have numbers of ships, but the quality of their boats is downside compared to USN and JSDF, even India has better ships and training.

There will need to be a limited armed conflict between China and Philippines simply because when words on either side are falling on deaf ears a physical altercation will be the only way to remedy the differences, and only then will the heat dissipate. It's like grown adults fighting man to man to resolve their differences when other options do not work.

A limited war with the Philippines will allow China to gain some modern combat experience, allow China to test its new weapons systems and strategies and also emerge as a proactive regional power.

After putting the Philippines in their place, China should then offer a hand of friendship and a new start. Help develop the economy of Philippines and perhaps form a treaty pact with them as the guarantor of Philippine security.
