Changes in nomination papers: SC suspends/grants stay on LHC verdict

ISLAMABAD: The National Assembly on Monday passed the Elections Bill 2017, paving way for former prime minister Nawaz Sharif to regain chairmanship of the ruling Pakistan Muslim League-Nawaz.

The bill was also ratified by President Mamnoon Hussain.


A controversial clause in the bill allows politicians disqualified from holding public office to lead political parties.

Enraged opposition members protested the passing of the bill and tore copies of it after it was presented by Law Minister Zahid Hamid.

Members of the opposition also chanted slogans against Nawaz Sharif.

Moreover, the amendment to the bill presented by the Jamaat-e-Islami was rejected by the assembly.

While addressing the National Assembly, Awami Muslim League Chief Sheikh Rasheed had spoken against the bill.

“You are risking the country's democracy over one person," he said, adding “You have attacked the Supreme Court with a rocket launcher.”

Nawaz Sharif does not even want to see his brother [Shehbaz Sharif] as a party leader, he remarked.

“You can start digging the grave of democracy with your majority,” he said while referring to the PML-N parliamentarians.

Pakistan Tehreek-e-Insaf (PTI) Shah Mehmood Qureshi remarked that clause 203 of the bill is against the spirit of the country's Constitution.

The clause seeks to help an unqualified man to become the head of a party, he said, adding that the Supreme Court had also disqualified the person.

"You [PML-N] have the majority and we are a minority. But, if you pass the bill then we will challenge it in the court. We want clause 203 to be removed and Political Parties' Order must be restored," said Qureshi.

Responding to Qureshi, NA Speaker Ayaz Sadiq asked him "Why didn't you speak when you had the chance?"

PTI leader Shafqat Mahmood remarked that the party was deceived due to the way the bill was presented.

"Nawaz Sharif was bound to be disqualified because of his corrupt practices," he said.

He further said that the bill should be deferred as opposition won't accept it.

Speaking in the National Assembly, Minister for Law and Justice Zahid Hamid said after tabling of the Election Bill in the House, the opposition had moved 105 amendments, out of which 44 were accepted and included in the bill. He requested the opposition to withdraw remaining amendments to which the opposition did not agree. The amendments were rejected by the House with a majority vote in the second reading of the bill.

If what you are saying is true then PTI should boycott election or should promise to restore it if get in power

They should have voted against it even if they were not in position to stop it instead of walking out( which could be perceived as neither yes nor NO)

Walk out and voting against is the same. It needed 2/3rd majority and without PTI they had that majority. Vote or Walkout would have been no difference.

Lies of PMLN and PPP politicians and their lafafas are clear. They are openly fabricating things on something that is so easy to verify. But Pakistanis are so easy to fool as they can't be bothered to search for the truth!

I had doubts because i was not watching this so called electoral reform( more like clean chit to tax avoiders, dual nationals, liars, looters etc etc) closely and had no clue who voted what and heard opposite views in political debate where they were saying that all political parties weer agreed on this new nomination forms

Secondly if PTI opposed it then they did not highlight this issue enough which was very crucial . They also should given threats to either boycott election or if dont take this extreme position then at least promise voters that they will bring this old nomination form back

Sir would you accept a similar Form with no questions about past record of candidates who want to become Judges of High Courts and Supreme Court. Your response will be eagerly awaited and will determine shape of politics and judiciary in future.

Over time Judges legalising martial law have become upholders democracy without any reflection on their past.

Sir would you accept a similar Form with no questions about past record of candidates who want to become Judges of High Courts and Supreme Court. Your response will be eagerly awaited and will determine shape of politics and judiciary in future.

Over time Judges legalising martial law have become upholders democracy without any reflection on their past.
I was not expecting this action from CJ. It takes hardly a day to redo this form. Plus, candidates can download the correct form from ECP website , if they want too. ...... But all corrupts and slaves join hand to save there masters.

Boycotting elections will be suicide for PTI.
2nd option is the practical solution.

Walk outs are done to show that they are against a bill and do not wish to be part of the process.

So I still dont get it. Is the election going to take place on new nomination form? If that is the case, then please say goodbye to a new and changed Pakistan and prepare to welcome a Pakistan worse than before.

in pakistan parliament is called supreme, no matter if parliament violate the very basic rule of accountibility. Seems that only parliament deserve amnesty to hide any corrupt practices. Any law of jungle will be accepted by the constitution of pakistan if passed by so called supreme parliament. Civil society & civilize people have to stand against this system. Otherwise no option left except killing the b@stards.

Yup election will be contested with new law of the jungle. Even if they dont reform 2013 form strictly to make sure accountability there is still no hope with same 2013 kind of election.

No but atleast trail could be done in court and could be expelled from holding public offices. instead of including more strict principles in new form to make sure accountibility at first place they made sure to promote more corruption in already existing filthy system.

I think goos bye to democracy from my side. Enough of giving time 10 year is a lot and protest doesnt do a thing except blocking road for public.
