Yes and government is investing to promote research in India. its a slow pace but in the right direction. Things dont change overnight. It didnt happen with china and wont happen with India.

Being "highly cited" doesn't mean anything, especially if it's cited by other poor researchers. China churns out a lot of work, but most of it is really bad. Look at China's H-Index when compared to how many papers it produces; you'll see what's going on.

Just another sensationalist article that didn't bother researching very much. Be glad we have around the same amount of "highly cited" researchers as Russia. That means our academic institutions are working, filtering out garbage and corruption.
