HMMMM...........I dont think Russia is 'unable' to make one, more like India wants to do it itself and be more self reliant, which is commendable, its best for India to rely on itself when it can, nothing wrong in that.
Yes they can do, but Russia refused to participate in this mission after Phobes Grunt.

India is not in position to force russia.

well, there is a american-derived processor called anupama, which is manufactured i think in india and is used within the indian military and scientific needs... i think this is the mips design which china also uses in its loongson processor series.

however, anupama being not indigenous in design and nothing special in features promoted indian government to start a program to have a indian design general purpose processor... the name of the program is "india microprocessor program" and was started in 2009.

but because of the typical indian way of thinking in technology ( traditional, non-risk-taking, non-innovative, following western standards, immediate small goals rather than long-term big gains, capitalist ), this program hasn't got anywhere in six years... this article doubts the program even in 2010 ( Why a made-in-India chip remains chimeric - Livemint ).

you may search more about this program in the indian government's ministry of info. tech. site ( Government of India, Department of Electronics and Information Technology (DeitY) : Home Page )... i recommend their old newsletters, though they will show of no progress in this program.

there has been lot of talk in the last six or seven years about setting up semiconductor fabrication plants... for a long time a company called hsmc ( hindustan semiconductor manufacturing corporation - HSMC: home ) was talking about establishing a plant in bangalore or hyderabad but this is the only concrete news ( US-based Cricket Semiconductor plans to set up Rs 6000-crore analog chip fab in India )... this doesn't seem to be microprocessor fab.

These hindoos are all talk. They assemble it like lego from pieces bought abroad and call it their own. India has no capacity to do anything yet they beat their chest like they've claimed the world.

Yet his work makes it into the headline of major new papers worldwide, while you and your grass cutter's existence is still in oblivion. :tup:
