As usual a great thread by you. On the question of G-B I have been thinking of this. I think it now is time to accept the reality. In any future negotiation the only part of former J&K that concievably be brought to the table is the Kashmir Valley. Jammu and Ladakh are no, no as far as even discussion.
Therefore keeping this in mind what Pakistan should do is integrate G-B as fully fledged province of Pakistan. Then in any negotiation with India link it with Jammu/Ladakh. In other words India can draw a red line around Jammu and Ladakh. Pakistan draws a red line around G-B therefore these regions fall out of any negotiation. That just leaves Valley of Kashmir and AK to be discussed.
I think this is the best way forward. I also would want the Pakistan government to increase the budget to G-B by 50% as a reflection of this areas importance to Pakistan's strategic future and for all the sacrifices that these magnificent people have made for Pakistan. I had the privilage of calling as a friend whose surname was Shigre many decades ago and I believe he was related to that IGP.
