Challenge to maximise CPEC gains is from Pakistan not China: Sherry

‘We must take ownership of planning and ensure that the trickle-down benefits permeate across all provinces,” remarked Pakistan Peoples Party (PPP) Senator Sherry Rehman, on Monday.

She said this as she presided over a workshop organised by the Senate CPEC Committee and National Defence University on the lessons of developing multi-partisan support for CPEC.


Chairperson Rehman added, “This can only be achieved if an autonomous CPEC authority, either in the Planning Ministry or as an autonomous body, is put in action.”

“It must be made very clear that the challenge to maximising CPEC gains is from Pakistan not China, ” she maintained.

The senator further asserted, “We must focus on four Cs in order to maximize CPEC’s potential: consensus, coordination, capacity and clarity.”

“At the moment, there is no federal capacity to manage policy frameworks and execute the complex set of contractual structures needed for different types of investment models being utilised under CPEC platforms,” she said.

Rehman also pointed out, “A crucial factor that requires attention and is often neglected is the environmental aspect of CPEC.”

She made note of Chinese President Xi Jinping’s assurance of a “green, low-carbon, circular and sustainable” Belt and Road Initiative.

PPP's 4Cs are corruption, consensus, confusion , capacity .

It seems fingers are getting itchy as the CPEC pot begins to show.

Autonomous means corruption and lack of transparency.

Below was my post to my countrymen who were thinking that China will solve all our problems ( CPEC was just rumors at that time and Hindustanis were making fun of Pakistanis on PDF and telling us that China will never do it, Pakistan don't have capacity to absorb that much big investment, wet dreams etc. ).

A business executive was deep in debt and could see no way out. Creditors were closing in on him. Suppliers were demanding payment. He sat on the park bench , head in hands, wondering if anything could save his company from bankruptcy.

Suddenly an old man appeared before him. "I can see that something is troubling you," he said. After listening to the executive's woes, the old man said, "I believe I can help you." He asked the man his name, wrote out a check, and pushed it into his hand saying, "Take this money. Meet me here exactly one year from today, and you can pay me back at that time." Then he turned and disappeared as quickly as he had come.

The business executive saw in his hand a check for $500,000, signed by John D. Rockefeller, then one of the richest men in the world! "I can erase my money worries in an instant!" he realized. But instead, the executive decided to put the un-cashed check in his safe. Just knowing it was there might give him the strength to work out a way to save his business, he thought.

With renewed optimism, he negotiated better deals and extended terms of payment. He closed several big sales. Within a few months, he was out of debt and making money once again. Exactly one year later, he returned to the park with the un-cashed check. At the agreed-upon time, the old man appeared.

But just as the executive was about to hand back the check and share his success story, a nurse came running up and grabbed the old man. "I'm so glad I caught him!" she cried. "I hope he hasn't been bothering you. He's always escaping from the rest home and telling people he's John D. Rockefeller. " And she led the old man away by the arm.

The astonished executive just stood there, stunned. All year long he'd been wheeling and dealing, buying and selling, convinced he had half a million dollars behind him.

Suddenly, he realized that it wasn't the money, real or imagined, that had turned his life around.It was his new found self-confidence that gave him the power to achieve anything he went after.

This story have a critical lesson for Pakistan, Pakistan must think China as 500,000$ check and put it in safe for moral support and we as nation have to work hard to stand on our feet and to become a proud nation, friend and partner.

We have already cashed the check, and still expecting China to fix our problems.

Wonderful story, and the lesson is invaluable, but some posts by Pakistani members have already given me a bad feeling, in the end, China would be the bad guy to blame on.

"China is doing it all for money";
"CPEC is only for the benefit of China";
"China set Pakistan up for debt trap";
"China is taking advantage of Pakistan";
..............

Wonderful story, and the lesson is invaluable, but some posts by Pakistani members have already given me a bad feeling, in the end, China would be the bad guy to blame on.

Every country keep own interests first, China surely have own interests in CPEC as well. This is how things work, unless those Pakistanis want donations.

But overall, It's fault of government of Pakistan, they managed it very badly (for example previous government was more interested in pushing for projects which they can use for political gains instead of overall benefit to country - building metro train project in Lahore under CPEC is one such example) - so instead of being transparent and taking people in confidence adopted secrecy which give ammunition to Anti-CPEC propaganda machine, Pakistanis in general are emotional fools and can fall to propaganda easily.
