the reason they were protesting about the said quotas in the first place was the relatively high unemployment rate among the GRADUATE students.The students were NOT protesting about quota reform because of a LACK of JOBS, they were protesting because of 'student admittance' quotas whereby students from certain reserved ethnic groups as well as other groups (children of freedom fighters for example) got admitted solely because of their memberships to those groups (and not because of merit alone).
Many (but not all ) sought after these government jobs after they were unsuccessful to get one in the private sector in the first place. (granted there is a significant portion who solely focus on government job, due to various facilities)Besides most of them will get private job and not govt job, as govt job posts are limited, so indeed this was a protest against this elite quota , not against unemployment
Now, why would they be unsuccessful? The same reason why we have many indians working white collar jobs in bd, the employers think local graduates are not "skilled" enough compared to thrir indian counterparts.
