Cargotec and Liebherr did not respond to requests for comment.


Some tenders have been floated three times since September because they failed to attract bidders. A Chinese firm, ZPMC, has since come forward to supply some equipment, the same Indian official said.

Highlights of India’s bilateral meetings with foreign countries

In the bilateral meeting with Mr. Mahmoud Vaezi, Iranian Minister for Information & Communication Technology, both sides agreed for setting up a Joint Working Group to examine potential areas of cooperation, updating the existing MoU of 1995, cooperation in the field of cyber security, ICT infrastructure development for making Iran hub for internet traffic of Central Asian Countries with rest of the world. Iran also sought India’s support to its candidature of ITU Council. It was decided to nominate Shri G.K. Upadhyay, Member (Technical), DoT and Mr. Sherafat Adviser, as focal point to carry forward the points agreed during the meeting. Both sides also agreed to consult and closely cooperate at regional and international forums, on issues of common interest.

Chabahar Port

India Ports Global Ltd. has signed a contract with Aria Banader of Iran to equip and operate two terminals at Chabahar - Shahid -Beheshti Port in Iran for transportation of goods and other purposes.

As per Article 6 of the contract, effort are to be made to commence commercial operations at Chabahar –Shahid- Beheshti Port in Iran within 18 months from the contract activation date or 4 months from the date on which the Lessor hands over the Terminals and the infrastructure facilities to the Lessee in accordance with the terms of the Contract.

This information was given by Minister of State for Shipping and Road Transport and Highways Shri Pon. Radhakrishnan in a written reply to a question in the Lok Sabha today.

Shri Nitin Gadkari says India hopeful operations at Chabahar Port will start by 2018

The Minister for Road Transport & Highways and Shipping Shri Nitin Gadkari has said that the government is keen on developing Chabahar Port in Iran and is hopeful of starting operations by 2018. Shri Gadkari is in Teheran today, to represent India at the taking over of office by President Hassan Rouhani for the second term. On the eve of his visit to Iran the Minister said that India and Iran have shared special ties historically.

Shri Gadkari informed that civil construction work has already started at the Chabahar Port .The Indian Government has allocated Rs 6 billion for the development of the port. Out of this, tenders worth Rs 380 Crore for equipment have already been finalized. He said he was hopeful that the Iran Government would accord certain necessary approvals for expediting the work. Shri Gadkari said the Chabahar Port will boost trade and business between the two countries and in the region.

Iran's Chabahar port located in the Sistan-Baluchistan Province on the south-eastern coast is a port of great strategic utility for India. It lies outside the Persian Gulf and is accessed from India's western coast. As per an MoU signed between India and Iran in May lastyear, India is to equip and operate two berths in Chabahar Port Phase-I with capital investment of USD 85.21 million andannual revenue expenditure of USD 22.95 million on a 10-yearlease.

India and Iran reiterate their commitment for early operationalization of Chabahar Port Shri Nitin Gadkari returns from a two day visit to Teheran

Shri Nitin Gadkari, Minister for Shipping and Road Transport & Highways returned to India yesterday after a two day visit to Tehran. He was there to represent the Indian Government at the inauguration and oath taking ceremony of HE Dr. Hassan Rouhani as the President of Iran for a second term, on 5th August, 2017.

In an interaction with Dr. Rouhani, Shri Gadkari conveyed the Indian Prime Minister’s greetings and best wishes for a successful tenure to him. He also handed over the letter of felicitations from Prime Minister Shri Narendra Modi extending an invitation to the President of Iran to visit India.

Shri Gadkari later held wide ranging discussions on many issues including India’s cooperation in the development of Chabahar Port and proposed rail link between Chabahar & Zahedan. In the meetings, both sides positively assessed the progress in implementation of the decisions taken during the Indian Prime Minister’s visit to Iran last year, including the progress of Chabahar Port. Both sides reiterated their commitment to complete and operationalize the Port at the earliest.

Shri Gadkari called on the first Vice President Dr. E. Jahangiri and highlighted the issue of activation of contract of Chabahar Port development and conveyed to him that India Ports Global Limited (IPGL) has finalized procurement of critical equipments such as Rail Mounted Gantry Crane (RMGC), and is close to finalizing orders relating to Rubber Tyre Mobile Crane (RTMC), MT Container Handlers(MTCH), Truck and Tractor Trailers Containers and related equipments. He also conveyed India’s readiness to aid Iran in taking up operations in Chabahar Port during the interim period between the actual activation of contract. He requested the Iranian side for an early submission of loan application for Chabahar Port Development to EXIM Bank of India so that the contract agreement between the two countries can be activated. It may be recalled that the Iranian side had requested India to provide upto 150 million dollar credit and had made it a condition for activation of the Chabahar Port contract. The application for loan to EXIM Bank of India is still awaited.

Later Shri Gadkari met Dr. Abbas Akhoundi, the Iranian Minister for Roads and Urban Development, and conveyed to him the latest update on procurement of equipment for the two terminals - multipurpose and container - that are covered under Chabahar Port Agreement. He also requested Dr Akhoundi that in the interest of supporting operations of Chabahar Port, the Iranian side should consider waiving off the condition of submission of loan application as it was taking time. The Iranian side assured that the application shall be presented to EXIM Bank of India early.

The Foreign Investment Promotion and Protection Act (FIPPA) application was also presented by the MD, IPGL to the Iranian authorities in the presence of Shri Gadkari and Dr Akhoundi . India has opened an office of IPGL in Teheran.

In his meeting with Dr Abbas Akhoundi Shri Gadkari stressed upon the need for marketing of the Chabahar Port to attract cargo. He said, Iran and India should jointly organize a workshop at Chabahar for this purpose at an early date. Shri Gadkari also emphasized the need to develop rail connectivity from Chabahar to Zahedan, and said that the MoU with India in this regard may be extended. The issue of ratification of the trilateral Transit Agreement between India, Iran and Afghanistan was also discussed. While India and Afghanistan have the agreement, Iran is yet to do the same.

Besides the Minister Shri Nitin Gadkari , the Indian delegation comprised of Dr. Alok Srivastava, Special Secretary, Ministry of Shipping, Shri Saurabh Kumar, Indian Ambassador to Iran, Shri Deepak Mittal, Joint Secretary(PAI), MEA and Shri Raj Gopal Sharma, OSD to Shri Gadkari.

Rebuffing perceptions that the Chabahar Port jointly developed by India and Iran, is being viewed as a counter to Gwadar Port, developed by China in Pakistan, Advisor to Iranian Foreign Minister Hossein Sheikholeslam on Tuesday said the port is for everyone and would benefit every other country including Pakistan.

“The relations between India and Iran are not against everyone, they are for everyone. Chabahar will no doubt help Afghanistan, Central Asia, Iran and India and we do not mind at Pakistan and China using Chabahar, it is better that they use it. We are encouraging them to use for the benefit of Balochistan and Pakistan,” Sheikholeslam told ANI.


When asked about India and Iran’s role in Afghanistan, Sheikholeslam said, “Afghan’s future and security should be determined by them. We, India and others, should help them. Some countries try to use Afghanistan in their internal politics. This would harm them. America came and it did not help them. We should assist them.”

Talking about the growing significance of India-Iran relations Sheikholeslam said, “In the Iran nuclear crisis we had with America, India stood behind us and in issues like in Afghanistan, we have tried to help India. We have tried to bring energy to this country, of course you pay for it, but we want to reliable provider to India. Security of energy is much more important than any other aspects. We tried to be good buyer and seller. I think these relations will develop more and more.”

Does Pakistan have any need/urge to use Chabahar port? I don't think so. What benefit we will get by using Chabahar port when we have already Gwadar and direct connectivity with CARs ?

If you want to bypass Afghanistan and reach Central Asia Iran is a good option.

India is Iran’s second biggest oil buyer after China and was among a few which had continued to import crude.


Finance Minister Arun Jaitley has said that most of the pending issues with Iran particularly relating to the oil payment have been resolved.

Mr. Jaitley, who is in Washington on a week-long visit to the U.S. to attend the annual meeting of the International Monetary Fund and the World Bank, made the remarks after a meeting with his Iranian counterpart Masoud Karbasian.

“There were several pending issues with Iran particularly relating to the oil payment. Most of them have been resolved,” he told reporters on Saturday.

India is Iran’s second biggest oil buyer after China and was among a few which had continued to import crude despite Western sanctions against Tehran.

Mr. Jaitley said India has a very stable relationship with Iran.

“It’s very strategic for us, because the Chabahar port is not only going to service Iran, but also going to service Afghanistan,” he said.

India and Iran had in 2003 agreed to develop strategic Chabahar port, located in the Sistan-Balochistan province in the energy-rich Persian Gulf nation’s southern coast. The port is easily accessed from India’s western coast, bypassing Pakistan.

An agreements on the Chabahar port was inked by the two sides in May 2016 after detailed discussions between Prime Minister Narendra Modi and Iranian President Hassan Rouhani.

As per the pact, India is to equip and operate two berths in Chabahar Port Phase-I with capital investment of $ 85.21 million and annual revenue expenditure of $ 22.95 million on a 10-year lease.

Ownership of equipment will be transferred to Iranian side on completion of the 10-year period or for an extended period, based on mutual agreement.

The development of the port will help Indian companies enhance engagement in Iran and gain access to Afghanistan & Central Asia. In the long run Chahabar will also serve as the point of origin for the proposed Iran-Oman-India pipeline.

According to Economic Affairs Secretary Subhash Chandra Garg, the Iranian minister did not raise the issue of US President Donald Trump’s new Iran policy during his meeting with Jaitley.

“We discussed more on Chabahar port, the trilateral agreement and expediting that kind of work,” Garg said.

Iran miffed as India not ‘flexible’ on pricing; quality of gas a concern, says petroleum ministry official
Even as Iranian government officials have said that India is close to losing its bid for the Farzad B gas field, Indian officials in the Petroleum Ministry downplayed the situation, saying it is all part of the negotiation process.

“They have been speaking to Russia and they have been speaking to us,” a senior official in the Petroleum Ministry told The Hindu on the condition of anonymity. “And this is not exactly a fresh bid. We have already been negotiating with them on all issues relating to Farzad B. It is just an issue of changing some numbers and some terms here and there. So when that happens, that doesn’t mean a fresh bid. In terms of the negotiation, there is continuity.”

A senior Iranian diplomat handling the negotiations said that they were disappointed that India had not shown “flexibility” in its bids for the Farzad B gasfield, and may have to offer it to others like Russian oil major Rosneft, which has put in a better bid for other parts of Farzad B.

“Given the lack of flexibility on pricing from India, we may be left with no choice, and India could lose the Farzad B project entirely,” the diplomat said.

The Petroleum Ministry official explained that the negotiations between India and Iran meant that the bids had been updated on a number of factors such as the time period of the contract, the depreciation element, or the taxation element, and the royalty payments.

‘Negotiations in place’

“The negotiation is as much in place as much as it ever was,” the official said. “It’s not as if the negotiation has ended and that a fresh one has started.”

He said that the main concern from the Indian side regarding the Farzad B field was the quality of gas and whether it was worth the investment.

“For any overseas investment, the internal rate of return (IRR) is very important,” the official said. “The IRR requirements have to be met, and it has to be recognised that Farzad B is the most difficult field because of the sour gas, and other considerations such as the impurities in the gas.”

While officials said the plan for the Chabahar Port was on course, with transport minister Nitin Gadkari promising to complete development of its berths by 2018-end, other discussions — on expanding banking facilities, offering India railroad projects, on the Iran-Pakistan-India (IPI) LNG pipelines, have not made much progress.

Iranian President Hassan Rouhani on December 3 inaugurated a newly built extension to the country's main Arabian Sea outlet, the strategic Chabahar Port on the Gulf of Oman, which more than triples its capacity and poses a challenge for a port under construction in neighbouring Pakistan.

The $340 million project was constructed by a Revolutionary Guard-affiliated company, Khatam al-Anbia, the largest Iranian contractor of government construction projects. It brings the capacity of the port to 8.5 million tonnes of cargo annually, from the previous 2.5 million tonnes.

The extension includes five new piers, two of them for containers allowing cargo vessels with up to 100,000-tonne captaincy to dock.

It is also expected to make Chabahar, Iran’s closest sea link to the Indian Ocean, a rival to Gwadar Port, some 80 km away across the border in Pakistan, which Pakistan has been building with Chinese investment.

Mr. Rouhani, however, downplayed the rivalry in his inauguration speech and said the port will bring “more engagement and unity” among regional countries. “We should go after positive competition,” he said. “We welcome other ports in the region, we welcome Gwadar’s development.”

Iranian state TV said the inauguration was attended by dignitaries from India, Qatar, Afghanistan, Pakistan and other countries.

For India, the investment in Chabahar was important since the port will bolster a trade route for land-locked Central Asian countries that would bypass rival Pakistan. In 2016, India committed up to $500 million for the development of the Chabahar port along with associated roads and rail lines.

And in November, New Delhi shipped its first cargo of wheat to Afghanistan through the Iranian port, part of 130,000 tonnes that India plans to export to Afghanistan.

Chabahar also has an international airport and Iran’s Navy and Air Force have bases in the city, adding to the port’s value.

First thing , for trade between Islamic Republic of Afghanistan, Republic of India is already using air corridor.

United States Military have used Pakistan for reaching Afghanistan but the supply routes were targetted inside Pakistan resulting damages of Military convey, So i dont think that Indian traders will have security to carry goods from Chabahar port into Afghanistan , as those cargo trucks will be attacked and even looted.

Prime Minister Narendra Modi on Saturday held “substantive” talks with Iranian President Hassan Rouhani to boost cooperation in key areas of security, trade and energy, after which the two sides inked nine pacts, including one on double taxation avoidance.

The two leaders also deliberated on regional situations during their wide-ranging talks.

“Both leaders held substantive & productive discussion on cooperation in trade & investment, energy, connectivity, defence & security & regional issues,” External Affairs Spokesperson Raveesh Kumar tweeted.

Addressing a joint press event with Mr. Rouhani, Mr. Modi said the visit by the Iranian President shows how the two sides want to deepen cooperation in key areas, including connectivity.

Giving details of their comprehensive talks, Mr. Modi said they discussed threats posed by terrorism, drug trafficking and other challenges.

On his part, Mr. Rouhani said, “We are determined to combat terrorism and extremism.”

The Iranian leader also said that regional conflicts must be resolved through diplomacy and political initiatives.

Mr. Modi also appreciated the way the Iranian leader provided leadership in developing strategically-important Chabahar Port.

Apart from tax pact, the two sides also exchanged instrument to ratify the extradition treaty as well as to simplify visa process.

Earlier, Mr. Rouhani was given a ceremonial welcome at Rashtrapati Bhavan.

In the morning, External Affairs Minister Sushma Swaraj called on Mr. Rouhani and discussed various issues with him.
