1-The domestic overdrafts are adjusted against the transfers from central divisible pool. They are not raised from domestic debt market. All of the provinces do that, there is no exception to this rule.Stop going round and round, come to the point. If direct borrowing by province is bad, then why only Punjab is allowed? Similarly why direct foreign investment is coming to Punjab only while other provinces are not allowed?

2- Foriegn debt account for the project related funds acquired from donor agencies and maltilatrals, they are not raised from international funds market. Plus any private investors condition the federal sovereign guarantee before starting project investment.
