yes, I had 2 good friends from Azerbaijan, 1 from Kazakhstan, and literally many from Turkiye. My ex-girlfriend's parents were from a city in central Anatolia, somewhere close to Ankara.

Also depends where you buy it too.

Yes, it can even change about 30-40 cent per gallon in different parts of a city.
