I believe it has something to do with international law. as you are not allowed to charge transit fees from a landlocked country.

I don't know why corrupt politicians are so dishonest & unfair with their own country, when Pakistan is capable for producing electricity.

Thar coal power project, Kala Bagh dam, Bhasha dam & Nuclear power plants can produce so much electircity for Pakistan that Pakistan can export electricity to other countries.

Truly these corrupt politicians are shameless that till death they will only love money.

No there is no such law other wise we would import our goods from China - India route for free

I don't know if there is such a law but even if it was true, it wouldn't apply to Pakistan since it is not a landlocked country
