New Delhi: In what probably could be a boost to India's investigation into the November 26 attacks in Mumbai, the FBI has confirmed that Ajmal Amir Kasab - the only terrorist captured alive during the terror atttacks, is a Pakistani national.

FBI investigators also say that the Mumbai attacks were planned by the leaders of Lashkar-e-Toiba based in Pakistan.

A team from the FBI was allowed to access to Kasab and questioned him for nine hours. Their conclusions corroborate the findings of Indian investigators.

The details of the FBI's findings made public by diplomatic sources. The FBI pronouncements comes hours after Pakistan President Asif Ali Zardari accepted that non-state actors were his responsibility and said nobody would be allowed to use Pakistani soil for terrorist activities.

Last week, Kasab's father also admitted that he was his son.

Jamaat not a charity, it has terror links, says Rice


Rejecting Pakistan's claim that Jamaat-ud-Dawah, designated as a front for the Lashker-e-Toiba by the UN, is a charity, US Secretary of State Condoleezza Rice has said that Washington has learnt the hard way that sometimes these groups are too intertwined with the bodies that have terrorist ties.

Rice said the US would press Pakistan as also other member States to adhere completely to the United Nations decision to ban the Jamaat, freeze its assets and deny travel visas to its leaders.

The US expects that Pakistan would cooperate as it itself faces the problem of terrorism and its dire consequences, she said.

Pakistan, Rice said, now has a new civilian government that is legitimate, wants to deal with the world in good faith and wants to be respected in the international politics. It also wants to deal with terrorism problem.

Rice comment's come in the wake of Pakistan Foreign Minister Shah Mehmood Qureshi reportedly saying that charitable arms of the Jamaat-ud-Dawah will not be closed down.

The reports from Pakistan suggest that it might easing restrictions on the organisation which is parent body of Laskhar-e-Toiba (LeT) said to be involved in the Mumbai terror attacks.

Media reports had also said that JuD had transferred millions of dollars of funds into accounts which would be difficult to locate and analysts have expressed the fear that it might start operating under a different name.

Mumbai attacks had roots in Pak: Swedish Foreign Minister

Islamabad (PTI): Sweden on Wednesday threw its weight behind the contention of India and major powers like the US and Britain that the Mumbai terror attacks had their roots in Pakistan and sought more effective steps to prevent recurrence of such incidents.

"I think it's fairly obvious from the information that's available to me that the attack was based on Pakistani soil," Swedish Foreign Minister Carl Bildt said after a meeting with his Pakistani counterpart Shah Mahmood Qureshi here.

With terrorists operating "across the borders", Pakistan needs to fight them with "effective, rapid and active measures" initiated in close cooperation with other states. "And this is particularly appropriate after the Mumbai terror attack which obviously had its (origin) on Pakistani soil," Bildt told a joint news conference.

When Qureshi was asked a question about India "incriminating Pakistan" in the Mumbai attacks without any concrete evidence, Bildt interjected to say that the information available with him made it obvious that the attacks originated from Pakistani soil.

It was not a question of incriminating Pakistan but of individuals, Bildt pointed out. Pakistan or its government are not being held responsible for "criminal acts done by people on the territory of that particular nation" but Islamabad would have to act to tackle such elements, he said.

In response to another question about the UN Security Council's declaration of JuD, the front organisation of the Lashker-e-Taiba blamed for the Mumbai attacks, as a terrorist group, Bildt said he was convinced about the world body's decision to crack down on certain individuals and entities in Pakistan.

"The information and the indications that have been made available to me, that I have been briefed about not by the government of India are fairly conclusive and I have no doubt that they (India) will produce evidence concerning the responsibility (for the Mumbai attacks)," Bildt said.

It was the international duty of all countries to take action against organisations and individuals seen as supporting terrorism, he said.

Describing Pakistan, Afghanistan and India as the countries "most heavily affected" by terrorism, he said there is a need to strengthen global commitment and cooperation to fight the menace "that is fundamentally directed against our democratic societies".

Bildt parried a question about the involvement of Indian elements in last year's bombing of Samjhauta Express by saying the two countries should "avoid getting into a blame game". Action should be taken in all terrorist attacks, he said.

Qureshi said Pakistan has complied with its international obligations under the UN Security Council resolution by arresting JuD leaders and closing down its offices.

Pakistan is "still awaiting concrete evidence from India" regarding the Mumbai attacks, he said, adding the country is willing to cooperate "to unearth the culprits and people responsible for this ghastly act".

Qureshi said two "constructive" proposals made by Pakistan are still on the table a joint investigation to express Islamabad's commitment to fight terrorism, and a high- level delegation led by the Foreign Minister for an India visit to work out modalities for a joint probe. Pakistan is yet to hear from India on these proposals, he said.

India had only made public evidence through the media, he said. "There are diplomatic channels for that and those diplomatic channels are open. We would welcome India to give us leads into the Mumbai incidents and we will follow those leads to get to the bottom of the story."

WASHINGTON The US investigators probing Mumbai attack have concluded after quizzing the lone captured terrorist Ajmal Amir Kasab that there was no involvement of Inter Services Intelligence in the carnage.

According to sources, Federal Bureau of Investigation personnel were allowed to interrogate Kasab for nine hours during which they were able to establish that he was a Pakistan national.

The source said FBI investigations have further established that the attackers had reached Mumbai from Pakistan, where the plan was allegedly hatched and the terrorists were provided necessary training by Laskar-e-Taiba.

Based on Indian example of allowing FBI to probe Kasab, the US and UK are now pressuring Pakistan to allow their investigators to grill those arrested by Pakistani authorities.

Besides, the renewed US pressure on Pakistan government to rein in ISI, the sources said, was because of previous involvement of ISI in ‘questionable activities’.

Zardari rejects Mumbai 'claims'

The president said that Pakistan's involvement was not proven
Pakistani President Asif Ali Zardari has said there is still no firm proof that gunmen who attacked the Indian city of Mumbai came from Pakistan.

US, Indian and British officials have said there is clear evidence suggesting the attacks originated in terrorist training camps inside Pakistan.

But in an interview with the BBC, Mr Zardari said there was still no clear evidence to substantiate the claim.

However he promised Pakistan would take action if a link was proved.

More than 170 people died in last month's attacks in Mumbai (Bombay), which India blamed on the Lashka-e-Taiba militant group.

Mr Zardari told the BBC's Alan Little that Pakistan was prepared to act if adequate evidence of any Pakistani complicity in the attacks emerged.

"If that stage comes, and when it comes, I assure you that our parliament, our democracy, shall take the action properly deemed in our constitution and in our law," he said.

He said that Western intelligence agencies had not offered firm evidence to justify claims that the attacks were orchestrated from Pakistani soil and that he would not jump to conclusions until a full investigation had been conducted.

Mr Zardari said claims that the sole surviving attacker had been identified by his own father as coming from Pakistan had not been proven. The man has been named as Mohammed Ajmal Amir Qasab and is in Indian police custody.

The Pakistani president also said Hafiz Saeed, the leader of the Jamaat-ud-Dawa charity, would remain under house arrest.

"Let me assure you that if there is any investigation to be found pointing towards his involvement in any form of terrorism, he shall be tried for that reason," the president said.

Jamaat-ud-Dawa is accused of being a front for Lashkar-e-Taiba, a charge it denies.

Mr Zardari said that he had asked India to co-operate in an investigation and he would not leap to judgement while that investigation was continuing.

He said that while he was not in denial about Lashkar-e-Taiba's continued activities, ''when you ban an organisation they emerge in some other form''.
