well within 4 years you can not develop a decent car from scratch... then think about a potent fighter..
It is no harm in starting from where others left... i.e Russians left the mig 33 as they did not had funds... they might have sold some information to China.. but it is not wrong. every country does that .. even US of A did that after world war 2..
Remember those German scientists , they took all their project blueprints to usa and now we can say Space shuttle has some thing in common to German V2 .
Back to Mig 33.. a Picture will give 100 words..
Check out the Mig 21 and FTC-2000 Mountain Eagle ( you can say it as a derivative of super 7)
Look at the pic of JF17 and Mig 21 or chinese J7 . i cant find one similarity..
And to say Chinese has developed it in 4 years and it is based on J7 is Not really wise statement..thats why no Chinese officials have ever stated the same.
Well if it based on J7 why it is using RD33 which is a work horse of Mig 29 based on which Mig 33 was developed..
Fitting an engine is not like changing stuffing in a pastry .. it will take hell lot of time even for an expert..and not 4 years
The single point that relates JF17 to mig 33 aprt from the basic design is RD33.... which China was not using in any of its fighter prior to JF17
Leaving that.. Mig 33 was a paper plane... all credits go to those who worked on it latter stage in ironing out the issues and adding future like DSi which the Russian design doesn't seems to have..
