Don't let the muslim governments or pdf members fool you. Most muslims help each other out in real life. All of us socialize with each other. Majority of your nukes are aimed on metropolitan and second tier cities and the remainder are tactical nukes for targetting indian army.Also 380 million is the Urban population of India which includes 5,100 towns also. Pakistan has nukes aimed on major cities. Your 800 million figure doesn't stand ,unless Pakistan has biological weapons in Arsenal.Which will be even more. So theoritically you will be able to cause 150-200 million deaths by targetting urban centers.
