Can Terrorists be Handed to Military?

No need for that. though a great loss, but such incidents should make us strong not self destructive. What we need is an anti-terror law. declare the terrorists as armed combatants, and treat them like such. Army takes over the combatants, for interrogation, what happens during interrogation is outside of civil jurisdiction. simple and plain.

Army should take over the govt, declare emergency, conduct a nationwide cleanup with shoot on sight orders, all detainees need to be trailed in a military court with mass executions handed out. The licensed armed bearing citizens in every city where Uzbeks are known to live need to be given permission to shoot them at sight all over Pakistan.
