Its basic MAD and frankly it favors Pakistan many more times than India. A banana republic has a lot less value then the supposed next superpower and India knows it. Hence all bets are off a military option unless Pakistan gives up its nukes. Enter Pakistanis(because they tolerate their leaders) who are ok with a ruined economy, mismanagement and everything that allows powers that be to force(IF such motivations are provided sufficiently by India) if nothing else a blanket neutering of the nuclear arsenal
