'some time' would be two decades at least. We are talking about starting from scratch, getting no foreign expertise, researching even the materials/alloys and making even the engines and rotors.

Sorry wrong approach....very very wrong approach. We are living 21st century and we cannot reinvent the wheel. Helicopter is not something a new concept. Proven design are available on market for decades. Furthermore, on more generic level, human society progresses based on the cumulative knowledge gathered by mankind over eons. So there is no point in spending 2 decades and billions of Rs/dollars to make something that already exists. So JV is the way forward and details can be figured out later. However, we need to invest in the area where our friends lag behind rest of the world. For example, if I was at the helm of affairs, I would have initiated an integrated engine development program. A continuous research for developing different rotary (turbine based) engines/power-plants for a multitude of application from power generation to aerospace and marine applications.

Keeping jokes aside, nothing is impossible.
But to reach to this stage, ideally pakistan need to build the educational infrastructure and then allied industries. Which can act as feeder channels for various aviation related technologies. As of now there is very minimal investment on such framework, what ever currently being built in country is based on assembly line system system which is very much dependent on foreign inputs.
