Can India recover the Black Money deposited in Swiss Banks?

I'm pretty sure the 1500 billion dollar figure was first quoted by Advani in an election rally. I would take it with a grain of salt. This is not to say that there isn't a large amount of Indian black money in swiss banks, there is and we need to figure out ways to bring it back.
