thats was i heard in the news too, but india do have dams on their side, and they already are blocking water on them. Core example would be River Ravi, if anyone is from lahore they can telll you how water use be in that river 20 years ago, and look now, its half dry. That was the reason there was talk in pakistan from last few years for Kala Baag Dam.

Wrong India doesn't need to completely halt water, as it will violate the treaty, however India can reduce the flow of water tremendously, showing that the water is used for India's own purpose, which doesn't violate the treaty

India cannot block the rivers according to trilateral treaty of Indus-Water. However, if they will resort to do this, then we will make a case against them in international community.

But if all of these step will go into vain, then Pakistan can bomb the dams in Kashmir through missiles strikes or airstrikes because no country wants to see its children die with thirst.
