I am pretty sure culturally Kashmiris and Pak punjabies are different which can be easily picked up by an outsider. Language, attire, food, etc. Something similar to unique identity between a Arunachal/Mizoram resident in the north east to a Maharastrian, keralite or Indian Punjabi.
Except for an insignificant small minority vast majority of citizens in India will consider themselves Indian first and then their ethnicity and others. My time on this forum has made me realise Pakistanis find this difficult to comprehend and digest.
In India it will be near to impossible to impose a lockdown on lines of Wuhan. It is not easy to reassure thousands of migrants to stay put with uncertainties. With transportation in full lockdown it is heart wrenching but some of the migrants decided to take the long walk back to their native town or village which could not be stopped. Maybe they have aging parents to take care of. We may never fully know the details.
This one thing is for sure, Indians wherever they may come from - North, East, West or South of India want Azad Kashmir back with India. This is what you should come in terms with and brace for before you talk of balkanisation of India. Ignorance by Pakistanis on this has cost Pak before and will cost in the future.
